Ability to obtain and maintain a favorable Tier 1 background investigation and required Government credentials Job Summary The LDM Group LLC is seeking a dependable, customer-focused Personnel Security Assistant, Level I (Access Control) to support the Defense Health Agency at Walter Reed National Military Medical Center in Bethesda, Maryland. The selected candidate will process physical-access requests; maintain employee, contractor, visitor, and cardholder records; support CAC and proxy-card users; produce identification badges; issue parking credentials; and administer approved access permissions within the Government's physical access-control system. This is primarily an administrative access-control position. The employee will not adjudicate security clearances. The employee will coordinate physical-access, Tier 1, CAC, credentialing, badging, and related onboarding activities in accordance with established DHA and WRNMMC procedures. Essential Duties and Responsibilities Receive, review, and process requests for physical access to WRNMMC facilities. Verify that access requests contain the required authorization and supporting documentation. Approve, deny, modify, or remove physical access based on established Government procedures and delegated authority. Create and maintain accurate cardholder records in Lenel OnGuard or another Government-designated access-control system. Assign approved access levels, groups, schedules, and time zones. Assist employees, contractors, visitors, students, and other authorized personnel with CAC and proxy-card access issues. Identify whether an access issue involves the credential, cardholder record, assigned permissions, reader, panel, or another system component. Escalate unresolved technical or security issues to the appropriate Government, information technology, facilities, or physical-security representative. Capture photographs and produce identification or access badges using Government-furnished equipment. Issue, track, update, and recover temporary badges, visitor credentials, parking placards, and related access materials. Maintain accurate electronic and hard-copy records of badge issuance, access changes, credential activity, parking actions, and pending requests. Prepare routine access-control, cardholder, workload, inventory, and activity reports. Research access discrepancies and assist authorized personnel with administrative analysis or fact-finding. Track open requests, unresolved incidents, expiring credentials, temporary access, and pending approvals through completion. Protect personally identifiable information, access-control records, badge materials, credentials, equipment, and other sensitive Government information. Maintain accountability for Government-furnished equipment, keys, access cards, badge stock, and related materials. Provide courteous, professional assistance in a high-volume military medical environment. Coordinate daily with the Physical Security Officer, Pass and ID personnel, DHA representatives, and other WRNMMC stakeholders. Follow all applicable DHA, DoD, WRNMMC, privacy, security, safety, records-management, and customer-service requirements. Perform other related physical-access administration duties within the scope of the contract. Minimum Qualifications At least one year of progressively responsible experience in administrative support, physical-access administration, badging, credentialing, personnel security support, records processing, customer service, or a closely related area. Bachelor's degree from an accredited institution or an equivalent combination of education and qualifying experience acceptable to the Government. Experience reviewing forms, verifying documentation, entering data, maintaining records, and following established procedures. Strong attention to detail and the ability to process access-related information accurately. Ability to handle personally identifiable and security-sensitive information appropriately. Ability to communicate professionally with military personnel, civilian employees, contractors, medical staff, students, visitors, and senior officials. Proficiency with Microsoft Office, electronic records, databases, and administrative information systems. Ability to manage multiple requests, priorities, deadlines, and customer interactions in a busy office environment. Ability to work independently while following Government direction and escalation procedures. Ability to work full-time onsite at Walter Reed National Military Medical Center in Bethesda, Maryland. Ability to obtain and maintain a favorable Tier 1 background investigation, Common Access Card, facility access, network account, and other Government-required credentials. Ability to complete required DHA and WRNMMC onboarding, privacy, security, safety, and occupational-health requirements. Preferred Qualifications Experience using Lenel OnGuard or a comparable enterprise physical access-control system. Experience supporting a federal Pass and ID, badging, credentialing, personnel-security, or physical-security office. Experience creating cardholder records and administering access levels, groups, schedules, or time zones. Experience troubleshooting CAC, PIV, proxy-card, badge, reader, or access-permission issues. Experience producing identification badges and maintaining badge or access-control inventories. Experience working in a DoD, federal healthcare, military treatment facility, hospital, or other controlled-access environment. Knowledge of records management, privacy, personally identifiable information, and least-access principles. Familiarity with Tier 1 investigations, federal onboarding, CAC issuance, and contractor credentialing processes. Current or recent experience supporting WRNMMC or DHA is highly desirable. Knowledge, Skills and Abilities Strong administrative, organizational, and records-management skills. Careful and accurate data-entry skills. Sound judgment when reviewing authorization and access documentation. Strong customer-service and interpersonal skills. Ability to explain access requirements and procedures clearly. Ability to recognize incomplete, inconsistent, or unauthorized requests. Ability to document actions and maintain an accurate audit trail. Ability to protect sensitive information and maintain confidentiality. Ability to learn Government-specific policies, systems, and workflows quickly. Ability to remain professional and composed when assisting customers with urgent or unresolved access issues. Dependable attendance and punctuality to support continuous onsite coverage. Work Environment The position is performed onsite in a federal military medical environment. The employee will routinely use computers, access-control applications, badge-production equipment, cameras, card readers, printers, and other Government-furnished office equipment. The employee may be required to sit or stand for extended periods, move within the facility, interact with a high volume of customers, and handle badges, access cards, records, and other administrative materials. The normal schedule is expected to be Monday through Friday during Government operating hours. The specific daily schedule and coverage requirements will be established by DHA and WRNMMC. Compensation and Benefits The final offer will be based on the candidate's education, relevant experience, access-control system knowledge, federal badging or credentialing experience, and incumbent familiarity with the customer environment.
