LOCATION
Hybrid Tallahassee preferred. Remote within Florida considered. Position Summary The Data & Business Intelligence (BI) Manager - State Grants is responsible for ensuring the quality, integrity, accessibility, and effective use of program, operational, and health data. The position combines data management with business intelligence to ensure organizational data is accurate and reliable and is transformed into meaningful reports, dashboards, and information that support program operations, contract performance, and management decision-making. The Data & BI Manager manages assigned data portfolios and works closely with Programs, Operations, Finance, Analytics, system vendors, and other partners. Responsibilities include data quality and validation, reporting, dashboard development, performance monitoring, and identification and resolution of data issues. Supervisory Responsibilities The Data & BI Manager may supervise Data Analysts, BI Analysts, Data Specialists, or other assigned data-support positions as the organization's data function develops. The position may also coordinate the work of consultants, vendors, or other technical resources supporting assigned data and business intelligence activities. Essential Duties and Responsibilities1. Data Management and Quality
  • Manage assigned organizational data sets and establish processes to ensure data accuracy, completeness, consistency, and reliability.
  • Conduct routine and targeted data-quality reviews and identify errors, anomalies, missing information, and inconsistencies.
  • Develop and maintain data-validation procedures, quality controls, and reconciliation processes.
  • Investigate data-quality issues and coordinate with appropriate staff, systems teams, or vendors to resolve root causes.
  • Develop and maintain data definitions, business rules, data dictionaries, and related documentation.
  • Support organizational data-governance standards and procedures.
  • Monitor data received from internal systems and external partners for completeness and accuracy.
  • Ensure data issues that could affect reporting, payments, contractual performance, or decision-making are identified and escalated promptly. 2. Business Intelligence, Reporting and Dashboards
  • Develop, maintain, and enhance dashboards, reports, scorecards, and other business intelligence tools.
  • Produce routine and ad hoc reports for leadership, Programs, Operations, Finance, funders, and other stakeholders.
  • Develop and monitor key performance indicators and operational measures.
  • Analyze data to identify trends, patterns, variances, performance issues, and opportunities for improvement.
  • Translate complex data into clear and meaningful information for technical and non-technical audiences.
  • Work with internal stakeholders to define reporting requirements and develop effective reporting solutions.
  • Automate recurring reports and data processes when feasible.
  • Ensure reports and dashboards use consistent, validated data definitions and methodologies. 3. Data Analysis and Performance Monitoring
  • Analyze program, operational, claims, and other assigned data to support organizational performance monitoring.
  • Identify trends and variations in referrals, enrollment, services, utilization, claims, payments, and other performance measures.
  • Provide data and analysis to support program improvement and operational decision-making.
  • Assist departments in interpreting data and identifying opportunities for improved performance.
  • Conduct targeted analyses in response to leadership, program, contract, or operational questions.
  • Collaborate on organization-wide analytics, outcomes measurement, and strategic analysis as appropriate. 4. Data Systems and Cross-Functional Coordination
  • Work with Informatics team leadership, system vendors, and other technical resources to address data-related system issues.
  • Assist with defining data requirements for system enhancements, interfaces, reports, and data exchanges.
  • Participate in testing and validation of system changes that affect data, reports, claims, or business intelligence.
  • Validate data following system implementations, conversions, upgrades, or interface changes.
  • Coordinate with Programs to understand workflows and business processes that affect data quality.
  • Coordinate with Operations regarding contractual data and reporting requirements.
  • Work with external subcontractors and partners to resolve data discrepancies and reporting issues.
  • Maintain documentation of data processes, report specifications, business rules, and reconciliation methodologies. Knowledge, Skills and Abilities
  • Strong knowledge of data management, data quality, reporting, and business intelligence principles.
  • Strong analytical and problem-solving skills, including the ability to identify data discrepancies and determine root causes.
  • Experience developing reports, dashboards, scorecards, and performance measures.
  • Proficiency with business intelligence and data-visualization tools such as Power BI or similar platforms.
  • Proficiency with data-querying and analysis tools; SQL experience preferred.
  • Strong Excel skills and experience working with large and complex data sets.
  • Ability to understand and document data definitions, business rules, and reporting methodologies.
  • Ability to translate complex data into meaningful information for non-technical audiences.
  • Strong attention to detail and commitment to data accuracy.
  • Ability to manage multiple reporting requirements, deadlines, and priorities.
  • Strong written and verbal communication skills.
  • Ability to work collaboratively with technical, programmatic, financial, contractual, and executive staff.
  • Understanding of healthcare or public-health data preferred.
  • Understanding of healthcare claims and payment processes preferred. Minimum Qualifications
  • Bachelor's degree in data analytics, information systems, business analytics, computer science, healthcare administration, public health, statistics, business administration, or a related field.
  • Four or more years of progressively responsible experience in data management, business intelligence, reporting, healthcare analytics, or a related field.
  • Demonstrated experience with data quality, validation, reporting, and analysis.
  • Experience developing dashboards, reports, or other business intelligence products.
  • Experience working with complex data sets and multiple data sources.
  • Equivalent combinations of education and relevant professional experience may be considered. Preferred Qualifications
  • Five or more years of data management, business intelligence, healthcare analytics, or related experience.
  • Experience with Medicaid, managed care, healthcare claims, or health plan data.
  • Experience with claims-payment reconciliation, denial analysis, or revenue and payment data.
  • Advanced experience with Power BI or comparable business intelligence tools.
  • Experience with SQL, relational databases, data warehouses, and data visualization.
  • Experience working with healthcare information systems, case-management systems, or electronic data exchanges.
  • Familiarity with healthcare transactions, including eligibility, claims, and payment data.
  • Experience in public health, maternal and child health, population health, or government-funded healthcare programs.
  • Experience developing automated reporting and data-quality processes.
Key Working Relationships Works closely with the Chief Data & Information Officer, Director of Analytics, Director of Business Applications & Systems, Programs, Contracts and Grants, Finance, technology and system vendors, consultants, and other internal and external partners. This position brings together data management, quality assurance, reporting, dashboards, and performance analysis. The Data & BI Manager will work across Programs, Operations, Finance, Analytics, Informatics, system vendors, and external partners to provide information that supports program operations, contract performance, payment processes, and management decision-making. What You Will Lead
  • Manage assigned organizational data sets and establish effective standards for accuracy, completeness, consistency, and reliability.
  • Conduct data-quality reviews, identify discrepancies and root causes, coordinate corrective action, and escalate issues affecting reporting, payments, or contract performance.
  • Develop and maintain dashboards, reports, scorecards, key performance indicators, and other business intelligence tools.
