Job Overview:
TennCare compensation is equitable and will be based on education and experience for a qualified candidate in accordance with Department of Human Resources (DOHR) policy. The Division of TennCare is dedicated to providing our employees with a hybrid work environment All TennCare positions have a combination of work from home and work in the office, which varies by position, department, and business need You may review the specific expectations with our hiring team. Under supervision of the Director of Long-Term Services and Supports (LTSS), the Deputy Director of Data and Reporting leads data governance, data validation, and regulatory reporting across LTSS programs. This role ensures that LTSS data is accurate, compliant, secure, and translatable into actionable insights that improve access, quality, and outcomes. Long-Term Services and Supports (LTSS) is one of the largest units within TennCare with a team of highly capable staff who are committed to leading the ongoing development and operation of an innovative, sustainable, person-driven LTSS system in which older adults and people with disabilities and/or chronic conditions have choice, control and access to a full array of high quality services and supports that assure optimal outcomes, including independence, health and quality of life. The successful candidate will oversee, execute, and support work needed in the State's efforts to deliver high quality, cost-effective LTSS and to maintain and demonstrate compliance with federal requirements by ensuring the logical and efficient management of data for contractual, state, and federally required reporting.
Key Responsibilities:
Contract & Compliance Oversight- Manage all LTSS contract data and reporting deliverables across LTSS-related contractors and partners, including Managed Care Organizations (MCOs), Department of Disability and Aging (DDA), Area Agencies on Aging and Disability (AAADs), Dual Special Needs Plans (D-SNPs), Program of All-Inclusive Care for the Elderly (PACE), and fiscal employer agent (FEA). Ensure contracts, reporting tools, templates, and protocols meet all requirements, remain current, and are consistently monitored for compliance. Coordinate statewide efforts to maintain compliance with federal LTSS requirements and ensure timely, accurate federally mandated reporting. Data Management & Reporting Lead documentation, oversight, and quality assurance for all LTSS data processes, procedures, and external reporting. Translate business needs into clear data and information requirements for purposes of LTSS integration into the TennCare data ecosystem. Perform comprehensive data verification/validation and prepare contextual, narrative reports based on analyzed data. Track and monitor completion of all reports, surveys, data requests, and special projects. Systems & Business Process Improvement Collaborate with systems, technical teams, and internal LTSS staff to analyze and synthesize data into actionable insights for programs and leadership. Support business analysis studies and implement technical assessment results across LTSS programs. Identify inefficiencies in data and business processes and lead the development and implementation of solutions that improve accuracy, efficiency, and operational effectiveness Leadership & Staff Development Hire, supervise, train, and develop direct staff to enable them to support and integrate within programs and other LTSS teams. Guide direct reports in establishing SMART goals, following performance management timelines, completing performance reviews, and creating individual development plans.
Minimum Qualifications:
Bachelor's degree in business or a related field and 5 or more years in a related field with at least 3 years in a supervisory role. Experience may be substituted for education on a year-for-year basis.
Desirable Qualifications:
5+ years of full-time experience in data reporting and/or analytics, including at least 2-3 years successfully leading a data reporting and/or analytics team Keen data analytics aptitude, including proficient Excel skills with the ability to analyze, visualize, and summarize data using formulas and pivot tables Excels at developing teams, building relationships and networks; influences others to achieve challenging outcomes on ambitious timeframes Strategic thinker and planner, data-driven and analytical in approach to solving problems. Ability to work in a fast-paced environment with shifting priorities and varying degrees of ambiguity Effective organizational skills and political savvy and agility; well-developed negotiation skills Demonstrates excellent written and verbal communication skills, paired with strong professional confidence; an active listener who adapts messaging quickly to meet the needs of different audiences. Shows high emotional intelligence reflected by strong interpersonal skills.
