JOB ASSIGNMENT
This full-time position follows a regular Monday through Friday (37.5 hours per week) work schedule with the Central Susquehanna Intermediate Unit (CSIU). Although the position offers the opportunity to telework from home, occasional in-person attendance at the Center for Schools and Communities (CSC) office located in Camp Hill, PA location, and in-person visits to clients, meetings, and trainings in Pennsylvania will be required. Transportation to the CSC is the employee's responsibility. Certain requirements based upon CSIU telework policy and administrative regulations must be met. The CSIU has the right to cancel or suspend the employee teleworking privileges at any time, for any or no reason, due to the requirement of the CSIU/CSC and client needs.
ORGANIZATIONAL RELATIONSHIP
This person reports directly to the Migrant Education Technology Support Manager or, in their absence to the Youth Development Manager.
JOB DEFINITION
This person will coordinate end-user technology support for the Migrant Education Program (MEP), overseeing the daily support needs and ensuring program deadlines are met. This position leads MIS2000 system operations, including user support, system analysis, uploads, and coordination with software developers. This position also develops technical documentation and guidance, supports statewide trainings and collaborates with local MEP offices on technology needs, inventory, and hardware coordination. The individual is responsible for maintaining compliance with Federal Educational Rights and Privacy Act (FERPA), Health Insurance Portability and Accountability Act (HIPAA), and cybersecurity requirements and for supporting continuous improvement of MEP technology systems and processes.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Coordinate and provide guidance to the MEP client technology support; provide technical assistance and consulting to all users of MIS2000 (PA-MEP's student information system) web and installed system, (software/basic hardware). Upload support for all users with installed MIS2000, including confirmations of successful uploads and system updates in collaboration with vendor. Analyze hardware needs, assist with purchases, maintain accurate inventory in collaboration with MEP subgrantees across the state, assist in repair scheduling, and new device preparation. Monitor the State Migrant Education Server, create user accounts; prepare/install user databases. Perform and document deletes and merges on the State Migrant Server as needed and analyze requests and results; update/maintain database lookup, reference and user tables. Update and maintain MEP data dictionary. Review all data submissions and extracts; assist in preparation of data files. Coordinate the Pennsylvania Information Management System (PIMS)/Primero Edge/Assessment exchanges and extracts; complete PAsecureID (PIMS statewide student identifier) matching and updates. Assist with report creation and development. Provide continual analysis of assigned programs; identify needs, develop solutions, implement adjustments. Lead software enhancements testing; collaborate with developers to address evolving needs. Provide backup support for Federal Migrant MSIX (Migrant Student Information eXchange) assistance as needed. Monitor timelines and ensure critical deadlines are met for MEP Technical Support Team. Coordinate/monitor timely and accurate development and updates for manuals, memos and guidance. Create and maintain up-to-date internal documentation and timelines for team use. Follow and apply Federal and State program guidance and requirements in all work. Attend MEP trainings and deliver presentations/trainings as needed. Utilize technology to keep in contact with clients and coworkers. Maintain confidentiality under FERPA and HIPAA regulations; complete cybersecurity trainings and adhere to data protection requirements.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES

EDUCATION, EXPERIENCE, AND SKILLS REQUIRED
Minimum requirements are a Bachelor's degree in information technology, computer applications / support or a related field and five (5) years related work experience. An Associate's degree in information technology, computer applications / support or a related field and a minimum of eight (8) years of progressively responsible related full-time experience may be considered. Experience in technical support/training and personal computer usage required. Experience with data systems is required, education data systems and database experience is required. Ability to troubleshoot, problem-solve, and implement solutions. General understanding of computer hardware, system software, and related technology. Proficiency in Microsoft Office (Word, Outlook, Excel, PowerPoint, artificial intelligence Proficiency in utilizing vetted artificial intelligence (AI) is preferred and ability to enhance these skills will be required. Adept at using virtual meeting platforms such as Zoom and Microsoft Teams. Analytical skills to assess user needs and apply them to system development and documentation are essential. Requires strong organizational, time management and planning skills to prioritize tasks based on project deadlines. Excellent verbal and written communication skills with the ability to communicate and work effectively with colleagues, co-workers, community agency personnel, and students/trainees. Ability to use discretion and maintain confidentiality. Ability to provide training to non-technical staff on one-to-one basis or small groups. Ability to learn new skills and to deal with constant change. Experience working independently and unsupervised in a responsible manner. Ability to develop and maintain positive relationships with colleagues and clients, both internal and external. Requires the ability to develop and maintain positive and collaborative relationships using tact and diplomacy and to remain calm in unpredictable situations. Maintain confidentiality regarding education programs, students and parents at all times adhering to the Federal Educational Rights and Privacy Act (FERPA) requirements to protect staff and student data. Requires valid driver's license and the ability to drive a car 250 miles or further or travel by train or airplane as required is necessary. Due to the statewide nature and sometimes national reach of the Migrant Education program and the support for other programs may also require local or regional independent travel to support these clients.
ADDITIONAL ELIGBILITY QUALIFICATIONS
Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015) Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.
PROFESSIONAL DEVELOPMENT REQUIREMENTS
The ability to learn new skills and to deal with this constant change is an absolute requirement. Attend all required meetings and trainings to maintain accurate and current knowledge and skill sets related to the position. Attend specified training opportunities/conferences to remain current in the field and as recommended by the immediate supervisor. Participate in CSC monthly all staff meetings, or specified meetings as required.
PHYSICAL REQUIREMENTS
Sedentary:
Able to sit for extended periods of time, occasional walking, standing (as necessary) and able to lift and carry up to 60 pounds. Able to handle bending, stooping and squatting when doing installations, presentations and/or problem solving must be tolerated.
Dexterity:
Finger movements (computer keyboard, calculator), eye-hand coordination (office equipment, etc.).
Audio-Visual Requirements:
Within normal range with or without correction. Is able to move throughout all buildings, floors and grounds.
Worksite Environment:
Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day. Mental demands: Steady response to unpredictable situations, ability to remain calm and productive during stressful situations. Demonstrates independent judgment, discretion and is able to manage multiple projects and deadlines.
TIME AND SITE REQUIREMENTS
This is a full time exempt position following a 12-month work schedule. This is a professional position, and work outside the normal workday may be required which could be extensive at times. Occasional overnight travel could be significant at times depending on client needs and location. Attendance at work is a requirement of this position; the immediate supervisor must approve any and all absences. This position allows for the ability to telework as per CSIU policy and administrative regulations, which could be subject to change dependent on program and employer need. The employee must provide adequate home office accommodations with knowledge that travel to the CSIU Main Office, Center for Schools and Communities and/or Regional Migrant Offices is required when necessary.

All property, including intellectual property, materials, equipment or actual products and services developed or accrued as part of the job duties and responsibilities listed above, is the property of the CSIU. It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU. The person employed in this position shall maintain confidentiality with regard to the personal and private information about clients and coworkers, programs and services and any other proprietary information accrued as a result of CSIU employment or as required by state or federal laws and regulations. The person employed in this position must adhere to all requirements identified in the code of professionalism entitled "Ambassadors Are Professionals, Too" and CSIU Administrative Regulation 317-AR-1 CSIU Service Standard.
