Job Description The Senior Physical Security and Safeguards Information Specialist will serve as the hands-on working lead for development of the physical security licensing and design basis for a new Category 2 TRISO fuel manufacturing facility. This individual will establish the preliminary site and facility security approach, develop the safeguards information protection program, and translate the selected strategy into actionable facility and system requirements. The primary security concern for this material-handling facility is the protection of nuclear material against theft and diversion, along with preventing unauthorized access and providing appropriate detection and response capabilities. This differs from security programs focused predominantly on large-reactor radiological sabotage or cybersecurity. The successful candidate must understand physical protection in a nuclear material environment and be able to personally develop plans, requirements, assessments, and licensing documentation. This is 100% remote and pay rate ranges from $90-130/hr. Skills and Requirements Direct experience developing, implementing, or materially revising physical security plans for a nuclear fuel-cycle, special nuclear material, DOE, NNSA, or comparably regulated high-security facility. Experience personally authoring physical security plans, assessments, requirements, procedures, or licensing documentation. Knowledge of physical protection systems, material protection, access control, intrusion detection, assessment, delay, communications, and response planning. Ability to translate a security strategy into specific facility, system, and equipment design requirements. Understanding of safeguards information handling and protection expectations. Ability to identify and evaluate threats related to theft, diversion, intrusion, and unauthorized access. Strong technical writing and cross-functional communication skills. Ability to satisfy applicable project access requirements and work appropriately with sensitive information Experience with NRC-regulated Category 2 material facilities or 10 CFR Part 70 and Part 73 requirements. Experience supporting security-area or material-access-area development for a new or modified facility. Experience conducting or supporting vulnerability assessments, adversary-path analyses, protective-force concepts, or physical security system design. Experience protecting special nuclear material in production, processing, storage, or fuel-fabrication environments. Relevant DOE, NNSA, nuclear fuel-cycle, or fuel-fabrication security experience. Transferable military or Department of Defense physical-security experience that includes development of formal security plans and protection strategies.
