GENERAL PURPOSE
The GIS Specialist position is located within the Engineering Departments GIS Division, which operates under the direction of the Engineering Director. This role is responsible for the integration, management, analysis, and maintenance of spatial and tabular data within the Citys GIS infrastructure. Duties include cartographic production, digital mapping, data collection, spatial analysis, and data entry. The GIS Specialist supports both the GIS and Engineering Divisions in tasks related to municipal infrastructure, capital improvement projects, and private development.
DUTIES AND RESPONSIBILITIES
Develop, maintain, and update GIS databases, maps, and spatial datasets Integrate GIS data with CAD drawings and ensure consistency between systems Provide CAD support to the engineering design team Assist engineers in engineering standard drawings revisions Perform spatial analysis to support City planning and infrastructure projects Process geospatial data from GPS, survey data, and public sources Conduct geoprocessing and spatial modeling to support decision making Produce high quality maps, visualizations, and technical reports Perform QA/QC on spatial data to ensure accuracy, consistency, and completeness Collaborate with engineers, surveyors, and planners on data and design requirements Maintain data standards, documentation, and metadata Provide technical support and guidance on GIS tools and best practices Analyze spatial trends to support project reporting Utilize ArcToolbox for data conversion, projection, spatial analysis, and batch processing Prepare and distribute GIS data and informational materials to the public, contractors, and developers Conduct watershed and basin analyses for water, sewer, and stormwater systems, including delineation and flow analysis Analyze hydrologic and hydraulic GIS data to support infrastructure planning and design Interpret as-built drawings, construction plans, engineering plans, plats, imagery, and related source materials
QUALIFICATION REQUIREMENTS
To successfully perform this job, an individual must be able to carry out each duty satisfactorily. The requirements listed below represent the knowledge, skills, and abilities required at the time of hire and for continued employment. Proficiency in GIS software (ArcGIS Pro) and CAD applications (AutoCAD, Civil 3D) Experience using ArcToolbox for geoprocessing workflows Ability to perform GIS data management, including validation, correction, querying, and advanced editing Understanding of GIS database structure and architecture Strong knowledge of spatial data, coordinate systems, and cartographic principles Experience with geospatial analysis and data management techniques Familiarity with GIS based hydrologic and watershed analysis methods Strong attention to detail and problem-solving skills Knowledge of GIS documentation standards and practices Experience coordinating or evaluating GIS programs or third-party GIS applications
EDUCATION AND/OR EXPERIENCE
Bachelors degree in GIS, Geography, or a related field preferred The education requirement may be waived by the hiring committee for candidates with at least 10 years of relevant GIS experience Demonstrated professional experience in a GIS environment, including editing, advanced editing, spatial analysis, utility mapping, route mapping, and alignment sheets Strong proficiency in ArcGIS Pro is required Proficiency in AutoCAD and Civil 3D is highly preferred Experience with ArcToolbox geoprocessing workflows Solid understanding of spatial data, coordinate systems, and mapping principles GIS based hydrologic and watershed analysis experience preferred Strong attention to detail and analytical problem-solving ability
SKILLS & ABILITIES
Ability to cooperate with staff and the public. Aptitude for technical software used for mapping and surveying (ArcGIS Pro, CAD, Civil 3D). Ability to maintain a professional manner when dealing with the public and city staff. Ability to comprehend and retain city and state policies and legislation (e.g., Development Code 911 Address requirements, city ordinances)
LANGUAGE SKILLS
Ability to communicate effectively with other members of the staff, supervisor, and the public. Ability to communicate in both written and verbal form. Ability to read City policies and procedures, written instructions, general correspondence.
MATHEMATICAL SKILLS
Ability to perform basic mathematical calculations, without the aid of a calculator.
