(INFOSEC/PLCYPLAN) in theEXTERNAL SUPPORT DEPARTMENT
(N9) atNAVAL COMPUTER AND TELECOMMUNICATIONS AREA MASTER STATION
(NCTAMS). You will serve as the senior computer specialist functioning as the director of External Support. You will lead a large, multi-faceted team proving critical Command, Control, Communications, Computers, and Intelligence (C4I) services, secure communications, strategic network infrastructure, and direct operational support. You will create long-range ADP development plans in the areas of equipment, software, communications, contracting, facilities, security, and civilian personnel matters You will coordinate plans and operational actions with commands for the operation and support of installed systems. You will provide operational direction and guidance for the development of concepts, principles, techniques and operational planning for the transmission, receipt, and processing of classified intelligence and operational data. You will be responsible for monitoring, researching and keeping abreast of the latest developments in equipment, software, and concepts within the command, control, intelligence and communications. You will accomplish the full range of management functions, such as planning/directing/assigning responsibility in support of the External Support Department. You will communicate directly with the Commanding Officer regarding personnel status, work progress, problems/issues and recommend appropriate action. the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to obtain and maintain a U.S. Passport. Qualifications Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1.Attention to Detail- Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Experience directing the collection of performance data and its analysis to determine the effectiveness and efficiency of the supporting systems and communication network. 2. Experience demonstrating this competency include:
Experience communicating with high level key officials and senior government officials to resolve, present, justify or substantiate issues. 3. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
- Experience initiating, planning, designing, organizing and executing C4I systems architecture/projects and strategies.
- Experience planning, budgeting and programming for manpower resources.
- Experience supervising and assigning work to employees based on priorities, difficulty and requirements of assignments and skill level.
- Experience managing the development and maintenance of inter-services support agreements (ISSA) and memoranda of understanding (MOUs).
