CAFO/Mayor Job Summary:
The Director of Technical Assistance position is a senior leadership role responsible for the overall management, planning, and execution of all programs, services, and operations for the City of Holyoke. This position oversees projects related to the management of City personnel, budget, facilities, and technology infrastructure while ensuring compliance with all relevant laws, ordinances, and directives from the Chief Administrative and Financial Officer (CAFO) and the Mayor.
Duties/Responsibilities:
Organize and implement a centralized information systems center as authorized by the CAFO. Act as the System Administrator for the
MUNIS EERP
System Oversee information technology vendors and managed service contracts Direct, organize, and implement the planning, development and production of information systems, including the integrated municipal information system and the geographic information system. Direct and control the data operations across the Finance Department Coordinate through advice and counsel the data requirements of any other city agency. Advise the city agencies on information systems matters, including the review of proposed applications or equipment acquisitions. Provide support services to city agencies, in accordance with the priorities of the CAFO. Maintain and safeguard data, city-wide network, information, programs and equipment of the Division. Establish rules and regulations controlling the access and release of data, including, but not limited to, particular personnel information of municipal employees and other persons and arrest records or similar law enforcement data. Maintain the confidentiality of any information or data collected or processed by the Division except as authorized by the user agency, the Solicitor or the CAFO. Seek the advice of the CAFO prior to changing any existing policy or initiating any new program or service. Prepare prompt and thorough responses to requests for reports, memoranda, opinions or other documents or actions as may be requested by the CAFO or Mayor. Perform such other tasks and functions as may be requested by the CAFO, or anyone acting under authority of the CAFO. Have care, custody and control of the property, including real property interests, personal property and tangible and intangible property, as has been, or may be, allocated to the Division by the Mayor and the City Council. Support the CAFO and Mayor to determine the City's priorities and prepare long-range strategic plans and objectives. Prepare, implement, evaluate and improve operations, programs and projects in accordance with the goals and objectives established by the CAFO. The functions above are normal for this position. Knowledge, skill, and abilities required: Knowledge of financial laws and regulations and their relation to municipal business. Knowledge of human resource practices and personnel laws and regulations. Experience supervising projects that involve large budgets. Strong ability to prepare budgets and provide fiscal analysis on a large scale. Ability to gather and interpret statistical and technical information and prepare reports. Ability to establish and maintain effective working relationships with staff and city officials. Ability to communicate effectively through oral presentations and written correspondence with the broadest range of development participants including federal, state and local elected and appointed officials, the media, business and community leaders. Possess a high code of personal ethics and integrity in meeting demands and carrying out the responsibilities of the position. Proven leadership and supervisory skills, with the ability to manage teams and oversee Division-wide operations. Strategic thinker with experience in setting long-term goals, priorities, and evaluating operational effectiveness. Advanced knowledge of information systems, including municipal IT infrastructure, cybersecurity, and data governance. Ability to interpret and apply laws, regulations, and administrative policies in a municipal setting. Excellent communication skills, both written and verbal, with the ability to prepare reports, policy recommendations, and technical documentation. Strong interpersonal and collaboration skills to coordinate with internal departments and external stakeholders. High level of discretion and integrity in handling confidential information and sensitive data. Analytical and problem-solving skills to identify issues, develop solutions, and improve performance.
Education, Certification, Licensure and Experience:
Bachelor's degree or higher in information technology (IT), public/business administration, or equivalent degree required in addition to a minimum of three (3) to five (5) years of success in an IT management role. Three (3) to five (5) years experience working with Munis Enterprise ERP, including HCM, TCM, System Administration, Financial and General Revenue modules. Certification as a MCPPO (Massachusetts Certified Public Purchasing Official) within twenty-four (24) months of appointment. Fair Labor Standards Act (FLSA) status: Exempt Employment status &
Hours:
Regular Full-time, 35 hrs per week, Monday-Friday, 8:30 a.m. to 4:30 p.m.
Salary/Pay rate:
$ 92,161.54 (min) $111,607.94 (mid) $ 131,054.34 (max) per year (GRD 13, SCH A)
