This position is in the Department of
GOVERNOR'S FINANCE OFFICE
in Carson City. The IT Manager 3 leads the Technical Team for the statewide enterprise resource planning software known as CORE.NV. This position is within the Office of Project Management. This role provides strategic and operational oversight for a multidisciplinary Technical Team encompassing interfaces and integrations, business enhancements, reporting, security, workflow, and other technology functions that support statewide enterprise operations. The incumbent directly supervises CORE.NV production support staff. This includes assigning and prioritizing work, establishing performance expectations, and monitoring progress while tracking and monitoring that operational objectives and service levels are consistently met. Responsibilities further include reviewing work products, providing guidance on complex operational issues, coaching staff, conducting performance evaluations, and supporting professional development. The IT Manager 3 provides functional leadership and coordination to members of the Project and Implementation Team, ensuring project activities align with production support efforts. This position manages and ensures execution of future enhancement and implementation or deployment activities. The role establishes operational priorities, coordinates cross-team efforts, and ensures system implementations reinforce the stability, reliability, and long-term sustainability of the CORE.NV system. This position oversees enterprise Release Management and Incident Management operations for CORE.NV. As a key member of the Environment Management Team, the IT Manager 3 is responsible for enterprise release planning, scheduling, coordination, and deployment, including management of the enterprise release calendar across technical teams, business units, and vendor partners. The role develops and enforces comprehensive testing plans to validate production readiness for all releases. In Incident Management, the incumbent leads major incident coordination, stakeholder communication, and continuous improvement initiatives aligned with IT service management best practices. In Release Management, the incumbent leads testing and release efforts for tri-annual updates from the vendor, CGI, for CORE.NV in addition to the testing and release of "hot fixes" on an as needed basis. This IT Manager 3 will work collaboratively with internal teams and external vendors. The IT Manager 3 drives efforts to reduce operational risk and enhance overall organizational performance. From an enterprise perspective, this position will be responsible for preparing, managing, and revising governance documentation related to
CORE.NV. EXAMPLE OF DUTIES
Bachelor's degree from an accredited college or university with major course work in computer science, management information systems, or closely related field and seven years of progressively responsible professional IT experience which involved strategic planning, project management, quality assurance, and computer operations, systems administration, network administration, database administration, applications analysis and development, or information security. Four years of this experience must have been in a supervisory or project manager capacity; OR one year of experience as an IT Manager II in Nevada State service; OR two years of experience as an IT Professional IV in Information Security in Nevada State service for Information Security positions; OR an equivalent combination of education and experience as described above.
