The City of Stephenville is seeking an IT Manager. This is a Full-Time position working under the direction of the Director of Administrative Services, and sometimes will include Directors, Managers, and other staff members of the City of Stephenville. The IT Manager is responsible for managing the city's information technology systems both directly and indirectly through supervised staff.
Supervision received and exercised:
This position works under the general guidance and direction of the Director of Administrative Services. This position supervises the IT Support Specialist.
Security Clearance:
Must be able to pass a CJIS background check.
Management knowledge:
Build and maintain relationships with vendors Manage technology budget including assisting various departments with technology budgets Work effectively with all levels of city staff regarding technology needs Ability to effectively supervise staff
Duties/Responsibilities:
Oversee all technology operations and ensure technology is meeting departmental requirements Assist all departments in acquisition of and transition to new technologies Assist in purchasing technology equipment and software Identify needs for upgrades to existing technologies Maintain a secure computing environment including ensuring CJIS, HIPPA and PCI standards are met Maintain and implement network and server technologies Perform related or other duties as assigned
Minimum Qualifications:
Must be a United States Citizen; Must have a valid Texas driver's license and have and maintain a satisfactory driving record Ability to communicate (read, write, and speak) effectively in the English language High school diploma or GED required Three years' work experience in information technology Working knowledge of managing information technology networks Considerable knowledge of information security best practices Ability to work odd hours as required On-call for technology emergencies
Preferred Qualifications:
Bachelor's degree in an information technology related field Three years professional work experience managing information technology Advanced knowledge of network and server technologies Knowledge of CJIS, HIPPA and PCI security standards Experience in managing technology Ability to: Establish and maintain effective working relationships with other employees, the public, other agencies and vendors Work within a budget Analyze situations or problems quickly and objectively, identify alternative solutions and determine and take appropriate action Ability to plan and execute work tasks according to departmental schedules and deadlines Communicate effectively, both orally and in writing Think and act quickly and judge situations and people accurately Perform basic mathematical calculations used in formulas Maintain effective audio-visual discrimination and perception needed for: making observations communicating with others reading and writing operating assigned equipment
Physical Requirements:
Position requires the ability to stand, push, pull, squat, kneel, twist, reach, climb, crouch, and stoop while assisting others or working alone. This position also requires repetitive hand movement and fine coordination in using computer keyboards. Must be able to sit for extended periods during the day-to-day functions of the IT department. Work is performed mostly in office settings, with extensive exposure to a computer screen. Hand•eye coordination is necessary to operate computers and various pieces of office equipment, install and repair computer components. While performing the duties of this job, the employee is required to use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work Environment:
The majority of work is performed in an office setting and may be subject to ordinary risks typically found in an office environment. Some tasks are routinely performed without exposure to adverse environmental conditions; however, some tasks are performed with exposure to dust or pollen, heat/cold, or extreme weather conditions. The noise level in the work environment is usually quiet to moderate.
