Sr. Manager, Technical Delivery Blue Shield of CA United States, California, El Dorado Hills 4205 Town Center Boulevard (Show on map) Aug 05, 2026 Your Role The Technical Delivery organization serves as the execution backbone for Stellarus's strategic technology portfolio, spanning directly owned and executed strategic initiatives as well as cross-functional programs tracked and coordinated across the enterprise. The Senior Manager, Technical Delivery will report to the Director of Technical Delivery. In this role you will lead a team of Technical Delivery Leads, own delivery management oversight for cross-functional programs and Technology Enablement initiatives and serve as a key escalation point and thought partner to the Director. Your leadership directly shapes how Technical Delivery operates at scale

Your Knowledge and Experience Bachelor's degree or High School Diploma/GED and 4 years of additional experience in lieu of a degree 8 years of prior relevant experience in technology delivery, program management, or technology services with demonstrated progression in scope and responsibility 4 years of direct people management experience, with a track record of coaching and developing delivery practitioners (project managers, delivery leads, or similar roles) Demonstrated ability to manage a portfolio of concurrent programs across different risk profiles, stakeholder environments, and delivery models Strong executive communication skills
  • able to prepare and present crisp, credible status materials and recommendations to senior and C-suite leadership Proficiency with AI tools and prompt engineering
  • active experience using LLMs (e.g., Claude, ChatGPT, Microsoft Copilot) in delivery workflows, and demonstrated ability to coach others to do the same Experience building structure and operating models in newly formed, evolving, or matrixed organizations Healthcare technology experience (payer, provider, or health plan operations)
  • preferred, not required Background in or exposure to AI strategy, enterprise AI adoption programs, or AI-augmented delivery
  • preferred Experience in managed services, outsourced delivery, spinout, or enterprise transformation environments
  • preferred Familiarity with cloud modernization, enterprise SaaS, or large-scale platform programs
  • preferred Familiarity with JIRA, Smartsheet, Confluence, Azure DevOps, or similar delivery tooling
  • preferred Hybrid This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility.
For most teams, this means coming into the office two days each week. Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need.
