(CTE) is seeking an experienced Scrum Master / Agile Delivery Lead to facilitate Agile delivery for cross-functional software and product teams supporting Federal public health technology. This position helps teams plan effectively, remove impediments, improve flow, coordinate dependencies, and continuously strengthen delivery practices while maintaining visibility for program leadership and stakeholders. Key Responsibilities Facilitate sprint planning, daily stand-ups, backlog refinement, sprint reviews, retrospectives, and other Agile ceremonies. Coach cross-functional teams on Agile principles, self-organization, collaboration, and continuous improvement. Identify and remove delivery impediments and coordinate resolution of cross-team dependencies. Track sprint commitments, velocity, throughput, blockers, risks, and delivery trends. Partner with Product Managers and Product Owners to maintain actionable, prioritized backlogs. Support release planning, milestone coordination, and readiness activities. Promote consistent Agile practices across distributed technical teams. Facilitate effective communication among engineering, QA, UX, DevSecOps, product, and stakeholder groups. Use metrics and retrospectives to identify process improvements without creating unnecessary administrative burden. Support program reporting and escalation of delivery risks or decisions. Required Qualifications 8+ years of Agile facilitation, Scrum Master, delivery lead, or related experience in software development environments. Demonstrated experience supporting mature Agile teams and multiple concurrent workstreams. Strong understanding of Scrum, Kanban, Agile metrics, backlog management, and release planning. Experience coaching teams and facilitating productive technical and stakeholder discussions. Ability to identify systemic delivery issues and help teams develop sustainable improvements. Experience with Jira, Confluence, or comparable Agile lifecycle tools. Strong facilitation, conflict-resolution, organization, and communication skills. Experience working with remote and distributed teams.
Education Required:
Bachelor's degree in Information Technology, Business, Engineering, Computer Science, or a related field.
Preferred:
Advanced Agile training or graduate education in technology or management. Target Certifications Professional Scrum Master II (PSM II) or Certified Scrum Professional - ScrumMaster (CSP-SM) SAFe Scrum Master Equivalent or advanced certifications may be considered where appropriate based on the candidate's experience and the needs of the position. Preferred Experience Federal IT or health IT delivery experience. Experience supporting public health or mission-critical software products. Experience coordinating engineering, QA, DevSecOps, and product teams. Knowledge of Federal lifecycle or governance environments. Work Authorization and Federal Suitability Must be legally authorized to work in the United States. Must be able to successfully complete the applicable Government background investigation. Must be eligible to obtain and maintain required Federal credentials and information-system access. Must comply with applicable Federal security, privacy, confidentiality, and acceptable-use requirements.
Pay:
$104,000.00 - $145,000.00 per year
