LOCATION
Hybrid Tallahassee preferred. Remote within Florida considered. Position Summary The Director of Business Applications & Systems provides leadership and operational ownership for HSMN's business applications and systems that support State and Federal maternal, child health and well-being programs. The position is responsible for application strategy, lifecycle management, business and system requirements, system enhancements, integrations, vendor coordination, testing, implementation, and continuous improvement. The Director works in close partnership with the Director of Information Management & Analytics to ensure business applications, information architecture, data requirements, integrations, quality, reporting, and analytics are designed and managed as components of a unified Informatics environment. The Director supervises the Business Analyst/System Analyst and serves as a key organizational resource during development and implementation of new business systems. Supervisory Responsibilities The Director oversees the contracted Project Manager and will supervise a future Business Analyst / System Analyst, establishes priorities and deliverables, reviews work products, provides coaching and technical guidance, and promotes consistent documentation and application-management practices. Essential Duties and Responsibilities1. Business Applications & Systems Leadership
  • Provide leadership and operational ownership for HSMN business applications supporting State and Federal programs, including current systems and future enterprise platforms.
  • Establish application priorities, lifecycle plans, enhancement roadmaps, and standards aligned with organizational and program needs.
  • Ensure application functionality supports approved business processes, contractual requirements, user needs, and organizational priorities.
  • Maintain clear ownership and documentation of application configuration, functionality, dependencies, interfaces, and changes.
  • Supervise the Business Analyst/System Analyst and establish clear priorities, deliverables, and documentation standards. 2. Application Administration & Configuration
  • Oversee administration, configuration, access management, and operational support for internal business applications and external systems for which HSMN has administrative responsibility.
  • Establish consistent processes for user provisioning, role-based access, account maintenance, deactivation, periodic access review, and application configuration.
  • Ensure application access and configuration practices align with organizational security, privacy, contractual, and regulatory requirements.
  • Maintain appropriate documentation of system administration responsibilities, configurations, access processes, and administrative controls. 3. Requirements, Design & Development
  • Oversee the development and maintenance of structured business and system requirements for new applications, enhancements, and integrations.
  • Ensure requirements developed across programs and workgroups are synthesized, reconciled, and translated into cohesive system requirements rather than implemented as isolated program-specific solutions.
  • Partner with program and operational subject matter experts to identify common processes, reusable functionality, program-specific rules, exceptions, and dependencies.
  • Work with the Director of Information Management & Analytics to ensure system requirements incorporate data definitions, information architecture, reporting, analytics, quality, and downstream information needs.
  • Coordinate with system vendors and development partners to clarify requirements, evaluate proposed solutions, and ensure delivered functionality aligns with approved requirements. 4. Application Lifecycle, Quality & Implementation
  • Establish and oversee consistent SDLC practices for application development, enhancements, testing, implementation, release management, and change control.
  • Ensure requirements are traceable through design, development, testing, acceptance, and implementation.
  • Oversee application testing standards, user acceptance testing, regression testing, defect management, and implementation readiness.
  • Review system issues and proposed changes for operational impact, dependencies, downstream effects, and risk.
  • Monitor application performance, recurring issues, enhancement needs, and opportunities for continuous improvement. 5. Integration & Vendor Coordination
  • Provide functional ownership and coordination for application interfaces and interoperability with internal and external systems.
  • Serve as the primary Informatics relationship owner for business application vendors and development partners, coordinating closely with program, data, and operational stakeholders.
  • Monitor vendor deliverables related to application functionality, enhancements, issue resolution, testing, and implementation.
  • Support transition of project-developed solutions into sustainable operational ownership within Informatics. 6. System Support, Training & User Adoption
  • Oversee centralized triage and coordination of business application issues, user support requests, access concerns, defects, and enhancement requests.
  • Establish processes for issue classification, prioritization, escalation, tracking, resolution, and communication with users and system vendors.
  • Coordinate system training, user documentation, implementation support, and ongoing user education in partnership with system vendors and program subject matter experts.
  • Monitor recurring support issues and user feedback to identify opportunities for system improvement, configuration changes, workflow clarification, or additional training. 7. Stakeholder Support & Governance
  • Serve as an advisor to leadership on business application capabilities, risks, priorities, and dependencies.
  • Support consistent application governance and decision-making across State and Federal programs.
  • Promote collaboration between program subject matter experts, Informatics staff, vendors, and organizational leadership. Knowledge, Skills and Abilities
  • Strong knowledge of business applications, systems analysis, requirements management, workflow design, system integration, and application lifecycle management.
  • Working knowledge of enterprise application architecture, relational databases, APIs/interfaces, data exchange, cloud/SaaS applications, and interoperability concepts.
  • Strong understanding of SDLC, requirements traceability, system and user acceptance testing (UAT), release management, change control, and issue/defect management.
  • Ability to understand technical specifications, system and data flows, and integration requirements, and translate organizational and program needs into practical system solutions.
  • Strong analytical, problem-solving, organizational, leadership, and communication skills, with the ability to work effectively across technical and non-technical teams, vendors, consultants, and external partners.
  • Working knowledge of healthcare information systems, data privacy, HIPAA, application security, and regulatory requirements preferred. Minimum Qualifications
  • Bachelor's degree from an accredited college or university in Information Systems, Computer Science, Business Administration, Health Information Management, or a related field.
  • Minimum of seven years of progressively responsible experience in business applications, systems analysis, application management, healthcare information systems, or related technology functions.
  • Minimum of three years of supervisory, team-leadership, or significant project-leadership experience.
  • Experience with system implementation, requirements management, vendor coordination, software-development lifecycle practices, testing, and change management. Preferred Qualifications
  • Master's degree.
  • Healthcare or public-sector experience.
Key Working Relationships Works closely with the Chief Data and Information Officer, the Director of Information Management & Analytics, Business Analyst / System Analyst, program and operational subject-matter experts, Informatics staff, system users, vendors, development partners, consultants, and organizational leadership. What You Will Lead
