United States Suitability/Public Trust Fully remote Project/Program Management
- Overview
- GovCIO is seeking an experienced Program Manager to lead product delivery for a suite of VA telehealth applications supporting the Veterans Health Administration (VHA) Office of Connected Care.
This role serves as the primary delivery lead across multiple products and teams, driving program strategy, stakeholder alignment, vendor management, and team development. The ideal candidate thrives in complex, matrixed federal IT environments and brings a track record of delivering results in Agile healthcare programs.

- Responsibilities
- + Lead delivery across a portfolio of telehealth applications, coordinating engineering, UX/UI, integration, training, and help desk teams + Develop and maintain integrated program plans covering roadmap, risk, and status reporting; escalate blockers and risks to leadership proactively + Oversee Agile ceremonies (sprint planning, reviews, retrospectives) across multiple teams, ensuring effective execution and continuous improvement + Manage vendor and integration partner deliverables against defined quality standards and contractual commitments + Supervise and develop direct reports in a matrixed environment, including hiring, coaching, performance management, and career development + Build and sustain trusted relationships with VA client stakeholders across all levels, translating needs into actionable technical requirements + Advise clients on strategic and technical solution options to drive mission outcomes •Qualifications•Required Qualifications•+ Bachelor's degree in a technical, business, scientific, or healthcare disciplineand 15+ years of experience.
(Or commensurate experience + 7-10 years of program or product management experience in a healthcare IT or federal technology environment
+ Demonstrated experience managing multiple concurrent products or projects in a matrixed, cross-functional organization
+ Proficiency in Agile/Scrum delivery, including roadmap development and measurable outcome definition
+ Strong stakeholder management skills, with the ability to align priorities and manage expectations across diverse groups
+ Experience managing subcontractor or vendor teams and holding them accountable to delivery standards
- Clearance Required:
- + Public Trust clearance eligibility (or active clearance)
- Preferred Qualifications
- + Prior experience supporting VA, OCC, or other federal health programs + Familiarity with video teleconferencing or telehealth platforms used in clinical or patient-facing settings + Experience with native mobile (iOS/Android) and web product delivery + Knowledge of healthcare compliance standards + Familiarity with cloud platforms, DevSecOps practices, or health data APIs + Proficiency in backlog management tools such as Jira or Azure DevOps + Background in user experience principles, usability testing, or supporting human-centered design processes •Posted Salary Range•USD $175,000.
