Job Description

Local candidates only. You must already live within about 45 minutes of Mechanicsville, Virginia, because this seat is hybrid with regular days at the office. We are not considering relocation for this seat. A Virginia state agency is adding a senior technical project manager and Scrum Master to its tolling modernization program in Mechanicsville. The program is moving to a new microservices architecture. This is a contract seat through our firm, a Virginia SWaM certified small business. It starts in mid October and runs through June 30, 2027, and extensions are common but never promised.
What you would do:
for the first several months, mostly traditional project management. Build and run the project plans, schedules, resources and delivery timelines. Coordinate the development, QA, cloud, security and operations teams. Track progress, risks, issues, scope and cost, and report status to leadership. As the Agile teams mature, you take on the Scrum Master role: Sprint Planning, daily standups, backlog refinement, sprint reviews and retrospectives, backlog readiness with the business analysts and product owners, and steady coaching as the teams move into more structured Scrum. You would watch the work in Azure DevOps, coordinate release planning, push for better delivery practices and reporting, and keep the project inside state project management standards.
