This position is responsible for overseeing day-to-day execution of geospatial modernization initiatives while ensuring enterprise geospatial data workflows, migration strategies, and ESRI ecosystem implementations align with mission priorities, architecture requirements, and long-term scalability objectives. In this position you will combine technical project management, geospatial data engineering, and enterprise coordination to guide vendor execution, influence delivery outcomes, and ensure successful integration of geospatial data, applications, and services across NGA's evolving enterprise environment.
Responsibilities:
Program & PMO Leadership. Lead program execution for assigned eGIS initiatives, ensuring schedule, scope, and deliverables remain aligned with government objectives. Develop and maintain integrated master schedules, action trackers, risk registers, and governance artifacts. Coordinate across government, ESRI, contractors, and third-party vendors to synchronize delivery efforts. Support executive briefings, technical reviews, milestone planning, and PMO governance forums. Identify and mitigate programmatic and technical risks across multiple workstreams. Geospatial Data Engineering & Workflow Oversight. Design, guide, and oversee enterprise geospatial data pipelines, backend workflows, and data production strategies. Ensure data interoperability between ESRI, GOTS, open-source, and NGA enterprise systems. Guide enterprise geospatial data governance, schema standardization, duplication reduction, and lifecycle management. Support migration and consolidation of legacy geospatial portals, applications, and services into enterprise eGIS environments. Oversee scripting, automation, and transformation activities supporting data movement and operational efficiency. Technical Vendor Oversight. Provide independent technical oversight of ESRI and supporting vendor performance. Influence technical priorities and delivery sequencing to maximize mission outcomes. Deconflict competing technical approaches across vendors and stakeholders. Ensure vendor solutions align with broader enterprise architecture and mission integration goals.
Qualifications:
Required:
Active TS/SCI Clearance with current/active polygraph. Bachelor's degree in GIS, Geography, Computer Science, Engineering, Information Systems, or related field. 8+ years of experience supporting geospatial programs, enterprise GIS, or technical PMO initiatives. Experience with ESRI technologies including ArcGIS Enterprise, Portal, or related products. Experience managing technical projects involving data migration, enterprise systems, or GIS modernization. Knowledge of geospatial data formats, ETL/ELT processes, scripting, or automation (e.g., Python, ArcPy, FME). Strong understanding of IC, DoD, or NGA mission environments. Demonstrated ability to coordinate across technical, operational, and executive stakeholders. 6+ year of experience with AWS cloud and hybrid cloud environments. Familiarity with cloud-based geospatial tools and environments.
Desired:
PMP, Agile, or equivalent project management certification. AWS or related cloud certifications. Experience with NGA, NSG, GEOINT, or enterprise geospatial ecosystems. Experience supporting enterprise data governance initiatives.
