Job Description

Provides advanced technical, analytical, troubleshooting and maintenance support for systems on the Okaloosa County Network. Safeguards domain and protects system integrity. Coordinates and establishes complex connectivity among county systems.

Supervises, trains, mentors and evaluates assigned staff.

Plans and implements the countywide Windows Active Directory Domain and Microsoft Exchange environment. Manages county domains, including domain security and domain resources (i.e., assigning rights, restricting access to files and applications, optimizing performance through strategic placement of site servers).Designs, implements, and manages virtual server systems.

Manages WSUS, security access system, and Wi-Fi systems.

Manages hardware and software installation of servers, configuration and maintenance projects.

Works with other County employees, vendors, external organizations, elected officials, and contractors to define problems, establish priorities, and develop goals to monitor progress. Assists in planning for growth and future needs.

Coordinates and supervises the installation and configuration of Windows 2012 and other servers (i.e., schema, rid, infrastructure, domain naming masters, PDC emulators, Dynamic DNS, WINS, and IIS), and network services hardware and software; implements complex connectivity between operating systems and other hardware peripherals (i.e., storage jukeboxes, scanners, printers, plotters, modems, tape drives).Analyzes, solves, and troubleshoots network connectivity and domain issues, and implements corrective action; supervises troubleshooting of complex, critical application issues (i.e., Public Safety applications) and formulates solutions.

Serves as technical authority on all major server and database applications. Manages database servers including Microsoft SQL and more.

Assists the Systems and Networks Manager as needed. Requires on-call and/or occasional irregular work hours (24/7 for Public Safety and other critical county applications) and mandatory EOC support before, during, and after emergencies.

Monitors and tunes network services and servers for optimum performance.

Develops procedures from interpretation of HIPAA regulations to ensure county compliance.

Supervises connectivity of servers and enterprise devices on switches and hubs; establishes connectivity to achieve optimum performance while adhering to network security.

Supervises and maintains Microsoft and third-party backup. Develops and implements disaster recovery procedures.

Develops generalized software routines (i.e., batch files, scripts).Researches and maintains current knowledge of new techniques, trends and technical developments, computer specifications and configurations in the information technology field.

Maintains current training and certifications.

Assists in developing, implementing and maintaining operational control procedures and policies for county systems and networks.

Must be able to meet work schedule and attendance standards. Performs related duties as required.

Bachelor's degree in Computer Science, supplemented by six (6) years progressively responsible experience in computer systems and networks, to include extensive experience and advanced knowledge in administrating and maintaining Microsoft Active Directory, MSSQL, Windows Server and Exchange. Requires experience with virtual private networks, Microsoft Operations Manager and WSUS. TCP/IP and sub-netting knowledge is required; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Microsoft Server 2016, MSSQL 2014, and Exchange 2012 experience desired. MCSE certification and supervisory experience is preferred. Requires a valid driver license.
Physical Requirements:
Tasks are essentially sedentary, with occasional walking, bending, stooping or twisting. Must be able to exert 20 to 50 pounds of force occasionally and a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Must be able to ascend/descend ladders, stairs, ramps and the like, using feet and legs or hands and arms. Must be able to bend legs at knees to come to rest on knee(s). Must be able to move about on hands and knees or hands and feet; must be able to reach, extending hands(s) in any direction; must be able to handle, seize, hold, grasp, turn or otherwise work with hand(s); must be able to finger, pick, pinch or otherwise work primarily with fingers rather than with the whole hand or arm. May be exposed to possible bodily injury from electrical shock. May be subject to a certain degree of danger or risk from jail inmates.

Requires ability to read a variety of records, reports, policy and procedure manuals, codes, professional journals, etc., in moderately complex to highly technical terminology. Requires the ability to read, interpret and develop system specifications. Requires the ability to prepare forms and reports using prescribed formats and adhering to all rules of grammar, spelling, diction and punctuation. Requires the ability to communicate effectively in Standard English and in the various professional languages relevant to information systems.

Requires the ability to add and subtract totals, multiply and divide, use decimals and calculate percentages, to determine weight; compute discount, profit and loss, ratio and proportion; interpret graphs; perform statistical calculations; use/interpret modern programming languages.

Requires the ability to inspect items for proper length, width and shape; identify degrees of similarity in form; and visually read various information.
Motor Coordination:
Requires the ability to coordinate hands and eyes using modern office equipment.

Must have minimal levels of eye/hand/foot coordination.

Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with frequent deadlines. Requires the ability to exercise consistent tact and courtesy in frequent contact with various professionals, county staff and the general public. Avoids violent behavior and any other type of behavior that could threaten the safety of other employees or the public.
