Job Description

The Technology Solutions Department is actively seeking a Network Administrator. This is professional work which involves complex programming and configuration of the City of Jacksonville's Enterprise network equipment. The work requires knowledge of techniques, methods, and procedures of many areas of network infrastructure as well as personal computer hardware and software applications which involves the use of specialized skills which is learned on the job or through specialized training. Contacts with others require skills in understanding and/or influencing people and are important in providing services, including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. The work is covered by substantially diversified procedures and specialized standards and because of the changing priorities, or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves differing situations requiring use of judgment in search for solutions or new applications within ones' known experiences. The work is performed in an office environment and requires field work at customer remote sites. After hours and on-call rotation work is required. The physical demands are moderate and consist primarily of standing, stooping, bending, reaching, climbing, walking to remote sites, occasionally lifting and moving objects weighing up to 50 pounds, operating a motor vehicle, using equipment and tools necessary for the assignment and operates standard office equipment such as personal computer. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards and/or well defined polices. The worker plans and organizes the work, determines their own priorities and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods, standards, and policies. Performs complex configuration, updates, monitoring, installing, documenting, and troubleshooting of various LAN, WAN and MAN networks, network and VoIP equipment including routers, switches, access points, voice gateways, and handsets for new and existing sites (i.e. Cisco). Serves as lead on projects working with staff, customers, and vendors. Documents and updates the City of Jacksonville's Enterprise Network; utilizing applications such as: Visio, AutoCAD, etc. Serves as escalation point of contact for the Network and Voice teams. Recognizes trends in incoming issue reports (tickets) to assess appropriate triage level for resolutions. Responsible for all aspects of Limited Energy cabling installation as needed. Provides surveys, quotes, Informal Bid documents, Pulling Permit(s), documentation, etc., and installations and configuration as directed. Provides Network tier 1/2 support to ITD groups and customers. Resolves and documents daily Service Requests and Incidents. Assists Network and Voice Team as needed. Uses a network protocol analyzer efficiently (i.e. Observer, Wire Shark, etc.) to troubleshoot and gather network statistics. Uses network monitoring tools efficiently (i.e. CiscoWorks, Solarwinds, ACS, and NCS). Provides training as required. Operates standard office equipment such as personal computer to include Microsoft Office products and other standard applications. Demonstrates proficiency in the City of Jacksonville's competencies. Performs other duties as required. Strong knowledge and understanding of complex network infrastructure technology and voice systems. Ability to configure complex secure data and voice network systems and infrastructure. Ability to configure complex data and voice networks utilizing standard routing protocols and QOS. (i.e. BGP, OSPF, EIGRP, etc.) Ability to read, understand, and apply network/computer manuals and software instructions. Ability to gain proficiency in new technologies and acquire certifications as required. Ability to define, adopt, and follow repeatable processes for deployment and quality assurance. Ability to provide training on updated processes, procedures, or related items including technical skills. Ability to operate standard office equipment such as personal computer to include Microsoft Office products and other standard applications. Ability to establish and maintain effective working relationships with others. Ability to communicate effectively, verbally and in writing. Ability to operate motor vehicle. Six (6) years of education and/or experience in Information Technology. With at least two (2) years of experience in network technologies is required. A clear understanding of the Network Open Systems Model (OSI) is required. Preferred An industry standard network certification is preferred but not required.
OTHER REQUIREMENTS
: The probationary period for this classification is six months. Depending upon assignment, may be required to obtain specialized certifications. Must pass the Criminal Justice Information Services (CJIS) background screening performed by the Jacksonville Sherriff's Office prior to appointment. Within 30 days of appointment date to classification, acquire and maintain the appropriate level of Criminal Justice Information Systems (CJIS) certification which corresponds to the job responsibilities. The level will be determined by current CJIS guidelines and may change periodically. Certification is obtained by successfully completing a web-based training course and test which covers physical security, incident response, the protection of information and other IT specific security threats, vulnerabilities, and risks.
LICENSING/CERTIFICATION/REGISTRATION
: A valid driver's license is required prior to appointment and must be maintained during employment in this class. Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville certification as a public driver.
