Clarificion from the agency Open to current permanent ATO employees, AML and AMA employees Duties Help The Airway Transportion Systems Specialists (ATSS) this level is recognized as the principal expert in their field. All duties of an ATSS are tied to maintaining safe and efficient opering capacity of the vast and complex network of electronics systems required for the world's largest air traffic control and navigion system. ATSS personnel install, evalue, maintain, modify and certify facilities, services and equipment th support the Nional Airspace System (NAS). They are also responsible for various auxiliary duties th contribute to providing reliable and safe FAA services to the flying public. As an ATSS (SOC NOM), the incumbent is recognized as the principal technical expert for development of workable solutions for any unanticiped situions adversely affecting operionally critical systems of the NAS. Serves as senior project manager or team leader for large, challenging and complex work activities. Represents the FAA as a senior technical authority for major agency activities, emerging technologies and customer concerns. Responsible for establishing and managing program goals and objectives and formuling project plans; develops, interpret, recommends changes, and has broad discretion to insure compliance with organizional objectives and policies; identifies, procures, distributes, and tracks resources needed to accomplish large work activities. Works with customers high internal and external organizion levels to the FAA to resolve complex issues to insure the integrity of the NAS. Coordines with multiple air traffic entities to shut down and restore facilities, systems, and services to prevent activities from disrupting air traffic operions. Quickly resolves restorion problems with minimal impact to the NAS. Performs work providing agency-wide leadership for highly complex and challenging technical activities. This may be accomplished using innovive concepts and approaches for problems th have resisted earlier efforts resolution. Maintains authority to commit the necessary resources to accomplish the agency's mission. Develops innovive approaches to tain organizional objectives and optimize the use of resources. Works independently, monitors and evalues trend da on a nionwide basis to develop workable solutions for sustaining the NAS. Keeps abreast of changes in technology and the new systems coming on-line. Provides recommendions to senior level managers for enhancement of systems and air traffic operions. Formules Standard Operion Procedures (SOP) for local use, dealing with Emergency and Safey situions assigned facilities. Incumbent has the authoritive responsibility for timely upward reporting of NAS informion th could have an impact to operions for purposes of Situion Awareness (i.e.NOTAM, SAL
Paging function). Understands the current ste and dynamics of local operions and being able to anticipe future changes and developments. Integres Operional Risk Management (ORM) into restorion, schedule maintenance activities, and all planned projects, ensuring th all customers and users of services are included and involved in ORM implemention and planning. Incumbent is management's representive during non-administrive hours. Formules and recommends organizional positions on major agency activities to senior managers. Technical decisions are considered authoritive in his/her area of expertise. Is considered a technical expert within the FAA for an assigned system or specialty area. Experience th demonstres an extensive knowledge of, and experience in, technology system interrelionships within the Nional Airspace System (NAS), and management of civilian or military automed aviion, navigion, or other electronics systems, along with knowledge of some, or all, of the following: ERAM, DSR, ERIDS, WARP, ADAS, ECG, EDDS, VSCS, VTABS and TBFM systems. Specialized experience is defined as experience in the FV-2101 occupion or in a reled occupion, which equips the applicant with the knowledge skills, and abilities to successfully perform the duties of the position.
