The Job The Sr. Product Owner partners with the Enrollment & Billing Department to deliver technology and process capabilities that support CMS-driven requirements, operational excellence, and improved compliance oversight. Serving as the voice of the business within an Agile team, the Product Owner aligns stakeholders on outcomes, translates needs into clear and actionable features and user stories, and owns prioritization of the team's backlog to maximize value delivered. This role operates within a Scaled Agile Framework (SAFe) Agile Release Train (ART) and collaborates closely with Product Management, Scrum Masters, architects, and delivery teams to plan, execute, and continuously improve solutions.
You Will Product Strategy & Outcomes:
Partner with Enrollment & Billing leadership and Product Management to shape the product vision, define desired outcomes, and translate CMS-driven requirements and operational priorities into a clear, value-focused roadmap for the team.
Backlog Ownership & Prioritization:
Own and manage the team backlog, ensuring features and user stories are well-defined, appropriately sized, and prioritized to maximize value. Define clear acceptance criteria and ensure shared understanding of what "done" means.
Stakeholder Partnership:
Serve as the primary liaison between business stakeholders and the Agile team; elicit needs, reconcile competing priorities, and communicate decisions, scope, and tradeoffs to ensure alignment on goals and delivery expectations.
Requirements & Solution Definition:
Translate business processes and regulatory needs into epics/features/stories and support documentation (e.g., workflows, functional requirements). Collaborate with architects, analysts, and vendors to clarify scope and drive a shared solution approach.
Sprint Execution Support:
Participate in Agile ceremonies (refinement, planning, daily coordination as needed, review, and retrospective). Answer questions quickly, refine stories as learning evolves, and remove ambiguity so the team can deliver predictably.
Acceptance, UAT & Readiness:
Lead business acceptance by defining acceptance criteria, coordinating UAT with business partners and vendors, and verifying delivered functionality meets regulatory, quality, and operational requirements prior to release.
Compliance & Governance:
Ensure backlog and delivered capabilities support state and federal requirements (including CMS) and internal controls; partner with compliance, operations, and technology teams to address gaps and support audits and oversight needs.
Value & Performance Measurement:
Define and monitor key metrics (e.g., accuracy, cycle time, compliance outcomes, member/provider impacts). Use data and stakeholder feedback to inform prioritization and continuous improvement.
SAFe PI Planning & ART Alignment:
Participate in PI planning to define and prioritize features/enablers, align sprint goals to ART objectives, and coordinate dependencies across teams. Communicate progress and outcomes during PI and sprint reviews.
Change Management & Enablement:
Partner with operations, training, and support teams to ensure successful adoption of new capabilities, including communications, job aids, process updates, and post-release stabilization. Your Qualifications Bachelor's Degree or equivalent experience 3-5 years of proven experience as a Product Owner in a Scaled Agile Framework (SAFe) environment. 4-6 years of related experience in analytics and/or healthcare administration; 2-3 years of leadership experience; performs work under minimal supervision. Demonstrated subject matter knowledge, preferably in Enrollment & Billing and/or regulated healthcare operations. Proven experience leading discovery through delivery of strategic capabilities, including business process analysis/redesign and successful adoption of new tools and workflows. Experience partnering across functions to manage risks, resolve issues, and coordinate dependencies impacting delivery outcomes. Experience facilitating complex decision making among multiple executive stakeholders with different interests and priorities. Foundational understanding in at least one or more of the following: health plan functional areas; government programs (e.g., Medicare, Medicaid, Duals); governance infrastructure & delivery.
