Job Description

Job Summary The Maryland Department of State Police (MDSP) is seeking an experienced and highly motivated Senior Scrum Master to lead Agile delivery initiatives across one or more Scrum teams supporting mission-critical public safety and law enforcement technology programs. The ideal candidate will drive Agile best practices, facilitate Scrum ceremonies, remove delivery impediments, and foster a culture of continuous improvement while ensuring successful project execution within scope, timeline, and quality standards. This role requires strong leadership, stakeholder communication, and experience guiding teams toward Agile maturity in a fast-paced enterprise environment. Key Responsibilities Lead and facilitate Agile/Scrum practices across multiple cross-functional teams Conduct and manage all Scrum ceremonies including: Daily Stand-Ups Sprint Planning Sprint Reviews Sprint Retrospectives Backlog Refinement/Grooming Partner closely with Product Owners to maintain, prioritize, and refine product backlogs Promote team accountability, transparency, collaboration, and self-organization Identify, track, and remove project impediments to improve team productivity and delivery performance Coach team members and stakeholders on Agile principles, Scrum methodologies, and continuous improvement practices Drive Agile maturity and process optimization initiatives across teams Resolve team conflicts and delivery challenges proactively and effectively Monitor sprint progress and provide status updates, metrics, and reporting to leadership and stakeholders Ensure adherence to organizational standards, Agile governance, and delivery best practices Support external communications and coordination with agencies, users, and technical teams Assist in troubleshooting, testing coordination, and issue resolution activities Prepare and maintain project documentation and executive-level communications for MDSP management Participate in
MDSP ITD
meetings and related project discussions as required Required Qualifications Bachelor s degree from an accredited college or university in Information Technology, Computer Science, Business, or a related field Minimum of 7+ years of professional experience working in Agile/Scrum environments Strong understanding of Agile methodologies, Scrum framework, and SDLC processes Proven experience facilitating Agile ceremonies and managing enterprise Agile delivery teams Excellent communication, leadership, conflict resolution, and stakeholder management skills Ability to manage multiple priorities in a fast-paced environment Preferred Qualifications Certified Scrum Master (CSM) through Scrum Alliance or Scrum.org SAFe (Scaled Agile Framework) Certification Experience working with Team Foundation Server (TFS) or similar Agile management tools Prior experience supporting Law Enforcement, Public Safety, or Government organizations Familiarity with the MDSP Delta Plus System
