The consultant will work within the Systems Applications Integration and Development team and serve as a system-testing specialist supporting Medicaid enrollment, eligibility, document management, workflows, claims processing, and related systems. The position supports significant SCDHHS technology initiatives, including Medicaid Management Information System and Member Management Replacement projects. Key Responsibilities Develop comprehensive test plans, test cases, QA processes, and User Acceptance Testing processes . Perform functional, regression, user-interface, negative, usability, and reliability testing. Conduct Smoke Testing, System Integration Testing, and End-to-End Testing . Identify defects, issues, risks, and potential solutions. Perform quality assessments to identify software defects, security issues, and optimization opportunities. Maintain defect databases and track issues through resolution. Review vendor unit-testing and system-integration test plans and results. Prepare and review test scripts, scenarios, plans, and reports. Collaborate with developers, architects, technical teams, management, and business stakeholders. Ensure projects comply with testing governance standards, policies, and industry best practices. Required Qualifications 5+ years of Quality Assurance and Quality Control experience. 5+ years translating business requirements or policy documentation into test cases and test scenarios. 3+ years of experience with Sahi Pro and/or Selenium Automation Framework . Experience designing and developing automated test scripts. Working knowledge of at least one of the following: Spice

TPI TMMI CMMI OPF OPD PPQA

Hands-on experience with formal test-design techniques such as: Equivalence Class Partitioning Pairwise Analysis Experience with test-design tools such as PICT or equivalent tools . Preferred Qualifications 5+ years supporting large enterprise or e-business systems. 3+ years of Medicaid or healthcare experience. Strong understanding of healthcare or Medicaid operations and business processes. Experience with X.12 standards and

HIPAA EDI

transactions . Proficiency with JIRA and Confluence . Experience working in both Waterfall SDLC and Agile environments . Education Bachelor's degree in a: Technical field, Business field, Healthcare field, or 5+ years of equivalent Quality Assurance experience . Additional Skills Excellent written and verbal communication skills. Ability to write requirements and use cases. Strong English-language proficiency. Ability to document testing activities and results. Ability to communicate testing status, defects, issues, and gaps clearly to development and management teams
