Job Description As the GovCloud Test Lead, you will direct Configuration and Integration Testing (CIT) activities for Rios Partners' assigned scope on the Program, in accordance with the Government Test Strategy and the prime contractor's Consolidated Master Test Plan (CMTP). This role owns test planning, execution oversight, defect management, and readiness reporting that supports the prime contractor's progression into Government Developmental Test and Evaluation (DT&E). To excel in this role, you should have strong test leadership experience, familiarity with federal test governance frameworks, and strong reporting and stakeholder-management skills. The Program is a federal telehealth modernization effort for which Rios Partners would serve as a subcontractor to the prime contractor, providing Program Management Office (PMO) support. This is a full-time position contingent upon anticipated contract award, supporting a program expected to run approximately 30 months (contingent on the prime contractor's award of the contract and exercise of option periods).The GovCloud Test Lead will:
Lead development of Test Plans and Test Reports for CIT events identified in the CMTP, consistent with the Government Test Strategy and prime contractor-approved test approach. Map applicable Requirements Traceability Matrix (RTM), Contractor Requirements Traceability Matrix (CRTM), functional, non-functional, interface, and integration requirements to test scripts, test cases, test results, and defects. Direct development of test scenarios, scripts, cases, test data, acceptance criteria, and evaluation methods needed to validate assigned capabilities. Oversee identification, classification, tracking, and resolution of deficiencies, defects, and testing anomalies using Government (or prime contractor-designated) severity/priority frameworks; direct retesting and regression testing following fixes. Lead preparation for and participation in the Test Readiness Review (TRR), demonstrating achievement of entrance/exit criteria in the Government EMP, Test Strategy, CMTP, and related governance artifacts. Designate and lead qualified subject matter experts for TRR meetings, test reviews, technical interchange meetings, and defect reviews. Direct development of CIT close-out reporting — test results, findings, conclusions, limitations, gaps, risks, mitigations, and readiness to proceed to DT&E. Provide weekly and daily test schedules and testing status/metrics reporting to the prime contractor, including requirements tested, defects identified, and recurring defects. Required Qualifications 7+ years of software/systems test experience, including 2+ years in a test lead or test management role. Demonstrated experience leading test planning, execution, and defect management for complex system integrations. Experience with test management and defect-tracking tools (e.g., JIRA, HP ALM/Quality Center, TestRail, or similar). Bachelor's degree from an accredited institution required. Strong leadership, organizational, and reporting skills; ability to represent test status to Government and prime-contractor stakeholders. Hands-on test experience in a GovCloud, FedRAMP-authorized, or other Government Authority to Operate (ATO)-authorized cloud environment. Preferred Qualifications Experience supporting Government Test Strategy, CMTP, or comparable federal Test & Evaluation Master Plan (TEMP) frameworks. Prior Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or comparable federal healthcare IT testing experience. International Software Testing Qualifications Board (ISTQB) or equivalent test certification. Additional information U.S. work authorization required.Security Requirements:
Level 3 Public Trust clearance required prior to accessing GovCloud, GAL, or Government IT systems, data, or environments (must be US Citizen or Permanent Resident who has resided in the US for the past three years consecutively). Must be willing to work on-site at Government Application Laboratories (GALs), the GovCloud environment, the Government IT environment, and/or other Government-approved test locations, as directed by the prime contractor.
