Overview The Capture Manager will establish and grow our business development pipeline efforts to capture those opportunities and build teams that can compete effectively and successfully in the Federal contracting marketplace. The Capture Manager will bring their relationships and expertise within the federal contracting space and extend the relationships with our existing clients. The successful candidate will have demonstrated experience supporting federal healthcare agencies including the Department of Veterans Affairs (VA), Defense Health Agency (DHA), and Department of Health and Human Services (HHS) (NIH, CDC, CMS, etc.). The Capture Manager will lead the pursuit strategy for an opportunity throughout its lifecycle and will lead and/or coordinate all post-qualification gate reviews, pre-RFP activities, proposal color reviews, pricing, and final proposal submission.

Specialist:
Draft, implement, endorse, and promulgate leadership's direction and vision regarding Configuration Management (CM) Ensure system changes are properly identified, documented, controlled, and audited, minimizing risks and maximizing efficiency Develop and manage Division-level Configuration Management Plans (CMP) Support the development of and conduct CM training to include processes and tools Provide program-level coordination and collaboration to integrate Division-level CMPs Support and facilitate government-led Engineering Review Boards (ERB) and Configuration Change Control Boards (CCB) Develop technical baseline products and change tracking artifacts Organize and document system configurations with support from Program Managers and Lead Engineers Assist the Chief Engineer with planning and conduct of Functional and Physical Configuration Audits (FCA/PCA) Maintain Program Technical Baseline in document repositories
Other Duties:
Provide ad hoc CM guidance and subject matter expertise to internal teams and stakeholders as needed Support additional program or organizational initiatives as assigned by leadership Participate in process improvement efforts related to CM workflows and tools Contribute to proposal efforts, white papers, or capability documentation related to CM as requested
Security and Privacy Duties and Responsibilities:
Individuals working for SBG Technology Solutions, Inc, a DSS, Inc. will be subject to security and privacy requirements as explained in HIPAA, FedRAMP, and
NIST 800-53.
Additionally, they are required to undergo specific FedRAMP training to ensure compliance with all associated controls and responsibilities in the day-to-day performance of their duties. Individuals working in departments that are considered to be in the high-risk category will be required to undergo advanced training based on their role and level of access. Individuals with access to modify data and the configuration baseline will require further training. The preceding functions are examples of the work performed by employees assigned to this job classification. Qualifications Required Skills:
Active Secret security clearance Demonstrated capability in defining, documenting, and instantiating the configuration management process for programs and projects, including recommending and implementing military standards and CM best practices Knowledge and experience in executing change control processes and facilitating engineering review and configuration control boards Knowledge of EIA-649-1 and
MIL-HDBK-61
Knowledge of DoD-5010.12-M and DoD-5015.02-STD Proficiency in Microsoft Office products including Outlook, Excel, PowerPoint, and Word Strong interpersonal and communication skills necessary to interface with customers, government personnel, and cross-functional teams Excellent written, verbal, and presentation communication skills
Desired :
Active Top Secret security clearance Familiarity with JIRA and/or Confluence 4+ years of experience working with military or DoD civilian clients and managing professional relationships 4+ years of experience working in a highly competitive multi-contractor environment
Education:
Required :
High School Diploma or equivalent; relevant professional experience may be considered in lieu of formal degree requirements
Desired :
Bachelor's degree in Engineering, Systems Management, Information Technology, Business Administration, or a related technical field Certification(s),
Licenses:
Required :
None formally required; however, demonstrated working knowledge of CM standards and practices (EIA-649-1, MIL-HDBK-61) is expected
Desired :
Configuration Manager certification, such as the Certified International Configuration Manager (CICM) or equivalent industry-recognized credential Years of experience in a similar role:
Required:
5 years of relevant experience with Configuration Management (CM), with demonstrated high proficiency and familiarity with mature CM practices and procedures
Required :
4+ years of experience working in a highly competitive, multi-contractor program environment
