This will be an on-site position, requiring daily work at the client site. Candidates must be a U.S. citizen and hold an active SECRET clearance with a current SSBI/T5 investigation. TS/SCI clearance desired. If you do not meet these requirements, you cannot be considered for this position. This position requires a minimum of seven (7) years of experience supporting technical documentation, configuration management, knowledge management, or related engineering documentation activities within DoD environments, with experience supporting C4I systems strongly preferred. This position supports engineering teams responsible for Navy shore-based C4I systems by maintaining accurate, controlled, and accessible technical documentation, configuration records, knowledge assets, and system diagrams throughout the engineering lifecycle. The Specialist will coordinate closely with engineers, cybersecurity personnel, product owners, Scrum Masters, and program staff to capture technical updates, manage documentation and diagram version control, support configuration and engineering change request processes, and translate complex technical information into clear, structured, reusable program knowledge. The role requires hands-on use of Jira, Confluence, SharePoint, CMPro, Microsoft Office, Adobe Acrobat, and Microsoft Visio to ensure engineering documentation, knowledge repositories, and configuration artifacts remain current, traceable, and aligned with program requirements.
Functional Responsibilities and Required Skills:
Maintain configuration-controlled technical documentation, knowledge assets, and engineering artifacts in support of Navy C4I engineering efforts. Support formal configuration management activities including configuration item identification, baseline documentation, configuration status accounting, change tracking, document traceability, and release documentation. Use CMPro to support configuration management records, engineering change request (ECR) workflows, document/configuration item updates, and related configuration control processes. Coordinate with engineers, cybersecurity personnel, and program staff to collect, validate, update, and maintain engineering documentation and knowledge artifacts. Build and maintain Confluence knowledge bases, SOP libraries, Agile documentation spaces, technical reference pages, lessons learned, and other reusable knowledge assets. Use SharePoint, Microsoft Teams, and other collaboration platforms to organize, publish, archive, and control access to program documentation and team knowledge repositories. Support Jira-based Agile workflows by attending sprint planning, daily standups, backlog refinement, sprint reviews, retrospectives, and release planning activities as needed to track documentation, CM, and KM work. Draft, revise, edit, format, and maintain technical documentation including user guides, technical manuals, Standard Operating Procedures (SOPs), engineering reports, and contract deliverables. Review engineer-authored content for clarity, structure, consistency, version accuracy, and compliance with applicable DoD, Navy, program, and style requirements. Maintain document templates, glossaries, naming conventions, metadata, content libraries, and reusable knowledge structures to improve consistency and efficiency across engineering teams. Manage technical documentation review cycles, adjudicate comments, track approvals, maintain version histories, and ensure timely delivery of documentation products. Create, update, maintain, and version-control Microsoft Visio diagrams including network diagrams, system architecture diagrams, cybersecurity system diagrams, interface depictions, data flow diagrams, and related system views. Apply strong attention to detail, organization, and quality control to ensure engineering documentation and diagrams remain accurate, authoritative, searchable, and usable by technical and program stakeholders. Demonstrate proficiency with Microsoft Office Suite, Microsoft Visio, Adobe Acrobat, Jira, Confluence, SharePoint, and Teams. Demonstrate familiarity with configuration management, knowledge management, Agile/Scrum environments, DoD documentation lifecycles, and technical documentation practices. Ability to communicate effectively with engineers and cybersecurity personnel, understand technical concepts, ask clarifying questions, and convert technical information into clear written and visual products.
Desired Skills:
Experience using CMPro for configuration management, engineering change request tracking, configuration item updates, document control, and status accounting. Advanced Confluence experience including page hierarchy design, templates, labels, permissions, knowledge base structure, and cross-linking of related engineering content. Familiarity with Agile/Scrum team practices and experience supporting documentation, CM, and KM activities within iterative engineering delivery environments. Experience with Infrastructure as Code (IaC), Git-based workflows, or software/configuration repositories. Experience supporting MDTST, SOVT, test documentation, installation documentation, or engineering release documentation. Familiarity with cybersecurity documentation concepts, system boundary diagrams, data flows, accreditation support artifacts, or RMF-related documentation. Strong ability to capture tacit knowledge from technical personnel and convert it into reusable, searchable, and maintainable knowledge products. Excellent written and verbal communication skills with the ability to coordinate across engineering, cybersecurity, program management, and customer stakeholders.
CMII, ITIL, KMI
CKS or equivalent, and/or Atlassian certifications, desired.
Requirements:
Bachelor's degree in English, Journalism, Technical Writing, Information Management, Information Technology, Engineering, Cybersecurity, Business, or a related field. Candidates must be a U.S. citizen and hold an active SECRET clearance with a current SSBI/T5 investigation. TS/SCI clearance desired.
Pay:
$75,000.00 - $90,000.00 per year
