Operations Research and Systems Analyst (ORSA) Position Summary The Operations Research and Systems Analyst (ORSA) conducts operational assessments of emerging and established concepts, systems, and capabilities across the warfighting functions and

domains: Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy. This position applies qualitative and quantitative analytical methods to support Army experimentation, assessment planning, data collection, modeling, reporting, and senior-leader decision-making. This position also designs, develops, tests, deploys, maintains, and supports custom data applications, databases, analytical reports, and business intelligence solutions. The preferred candidate will have an educational or professional background in data science or a closely related, data science-focused discipline. Key Responsibilities
- Plan and conduct analyses supporting operational assessments of emerging and developed concepts, systems, and capabilities across warfighting functions and

domains.
- Apply established operations research methods and analytical techniques to evaluate system and subsystem effectiveness.
- Create detailed data collection plans with clear traceability to assessment objectives, measures, findings, and recommendations.
- Design surveys and other data collection instruments while maintaining appropriate quality-control standards.
- Conduct credible supporting analysis for assessment findings, conclusions, and recommendations.
- Use database capabilities to support research, data collection, and in-stride analysis.
- Prepare and deliver briefings on analytical methods, progress, findings, and results.
- Assist with the development and writing of final assessment reports and related products.
- Document analytical methods, assumptions, processes, and results for future reference and organizational learning.
- Evaluate technical approaches, development techniques, and software design patterns and recommend improvements to solution delivery.
- Design, develop, test, release, maintain, and provide technical support for custom data applications.
- Develop and maintain data-analysis reports, dashboards, Power BI solutions, and paginated reports using Power BI Report Builder.
- Perform database design for data collection, analytical, and reporting applications.
- Design and implement data import, export, transformation, integration, and migration processes.
- Perform SQL Server database administration within the development environment.
- Apply data-management principles and best practices to data integration and migration activities.
- Support data quality, data cataloging, data lineage, and related data-governance capabilities.
- Participate in code reviews, testing, source-control activities, release management, and other software development lifecycle processes. Required Experience
- At least one year of experience applying analytical techniques and methods to evaluate the effectiveness of systems or subsystems in support of studies, assessments, or experimentation.
- Experience performing data analysis and applying technical operations research problem-solving methods.
- Experience developing analytical products that support findings, recommendations, or organizational decisions.
- Strong written and oral communication skills, including the ability to explain technical information to varied audiences.
- Some knowledge of professional software engineering and software quality-assurance practices throughout the software development lifecycle.
- Working knowledge of Agile and waterfall development methodologies and the application of software design patterns.
- Knowledge of data integration and migration design, data-management principles, and business intelligence architecture.
- Knowledge of emerging data-management technologies and practices, including data catalogs, data lineage, and data quality management.
- Experience with one or more scripting or programming languages, such as Python, R, R Shiny, SQL, Java, or PowerShell.
- Proficiency with SQL Server technologies and related data platforms, including T-SQL, stored procedures, Azure Data Lake, Azure Data Factory, Master Data Services, SQL Server Integration Services, and SQL Server Reporting Services.
- Experience developing reports and dashboards using Power BI and Power BI Report Builder.
- Proficiency using GitHub for source-code and version management. Preferred Experience
- Educational or professional background in data science or a related field with a strong data science focus.
- Experience applying statistical analysis, predictive modeling, machine learning, data visualization, or other data science methods to operational or organizational challenges.
- Two to four years of military experience.
- Experience supporting ARMY or Department of Defense experimentation, operational assessments, studies, or capability-development activities. Education A bachelor's degree or higher from an accredited college or university in one of the following areas is preferred:
- Data science or a related degree with a data science concentration
- Operations research
- Computer science
- Management information systems
- Mathematics
- Statistics
- Engineering
- Another related technical or analytical discipline A qualifying degree may also include a combination of coursework in operations research, data science, mathematics, probability, statistics, mathematical logic, science, or other subjects requiring substantial competence in college-level mathematics, statistics, or data analysis.
A combination of relevant education, training, certifications, and professional experience may be considered for a well-qualified candidate. Travel Requirements
- Must be willing and able to travel up to 30% of the time to support experimentation events, operational assessments, meetings, and other mission requirements. Security Requirements
- Must be able to successfully complete a background investigation.
- Must be eligible to obtain and maintain a U.S. Government SECRET security clearance.
