Job Description

The position is a mid level position that is primarily responsible for performing system or process analysis, designing, building, implementation, testing, maintenance and support of the agency Information Technology systems. The majority of the duties will include understanding and applying concepts, practices and procedures related to departmental operations to maximize technology project implementations. To maintain a high level of technical competence in areas of responsibility and able to review, analyze, and evaluate Information Technology system operations for peak performance. To rely on experience and judgment to plan and accomplish goals. To work independently with minimal guidance. To be successful in this position, the employee must demonstrate competency in data entry and retrieval skills, time management skills, advanced computer skills, general communication skills (both written and oral), inter-personal skills, customer service skills and problem-solving skills. Performs complex troubleshooting procedures and system and data analysis in resolving user problems reported to the help desk. Fundamental knowledge of project management methods and able to manage small to medium projects autonomously. Provides training documentation and/or training as needed to transition to support, both internal and external to IT. Monitors system activities, identifies issues, resolves problems, and appropriately escalates issues to manager or vendor. Serves as an issue resolution resource. To work independently with minimal guidance. Ability to work closely with others as a team. Ability to effectively communicate both orally and in writing. Ability to provide professional customer service skills to both the public and agency members. Ability to prepare and present clear, accurate, concise and objective written and oral reports. Ability to meet requirements and maintain required licensures and certifications as well as agency required in-service training. Ability to adhere to the standards and principles of the agency's core values and professionally represent the agency. Ability to report to work timely, consistently and as scheduled. Ability to perform all functions of the job classification without posing a direct threat to the health or safety of other individuals in the workplace. High school diploma or GED; AND Bachelor's degree in computer science; OR Three to four (3-4) years of experience in the analysis, design, programming, implementation, testing, troubleshooting, documentation, and maintenance as applied to software development; OR Equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above; AND Preferred experience with relational database analysis, design, development, and maintenance; AND Preferred computer languages include, but are not limited to, Delphi, .NET, CSS, HTML, XML, Java Script, AJAX, Pascal, C++, MSSQL, Sharepoint, MySQL, C#. Must be able to lift, push, carry or pull a minimum of 50 pounds independently. Possess and maintain a valid driver's license with a satisfactory driving history. Other Necessary Requirements At least two relevant and current technical certifications such as CompTIA (A+, Tech+, Network+, or ITF+), ITIL Foundation, MS-365 Endpoint/Desktop/Server Administrator Associate, Intermediate MS Office, MS Visual Studio, SQL Database, Azure and/or AWS Services, or Vendor Specific certification (e.g. VMWare). Three or more years of related technical experience. Intermediate understanding of computer hardware (both physical and virtual), Windows operating systems (both Desktop and Server), Active Directory, application development, and networking. Demonstrated ability to lead medium scale technical projects with minimal assistance or direction; ability to write complex scripts, and conduct desktop and/or server application installations across multi-tier environments.
