Job Description

Technical Advisor II

•

Child Protection and Care System Strengthening Location:

Baltimore, MD (Remote), United States CRS is recruiting in anticipation of an award, and recruitment for all candidates is contingent upon successful award of the project. CRS is seeking Technical Advisor candidates for an anticipated multi-country child development, care, and protection project. The project aims to strengthen national systems that protect vulnerable children, support families, and improve early childhood development through locally led and sustainable approaches. It will strengthen child protection systems, support families and caregivers, advance integrated early childhood health and development, and reduce reliance on residential care. As Technical Advisor II, you will provide technical leadership, advice, guidance and support on program design and implementation, with a focus on child protection and care systems strengthening. You will be the project's lead technical resource for promoting safe, nurturing family-based care, supporting government-led reform, and ensuring technical excellence across all interventions.

Key responsibilities:
  • Contribute to agency-wide strategies, standards, tools and best practices in child protection and care system strengthening, integrating gender, safeguarding, protection mainstreaming, disability inclusion and early childhood development.
  • Provide technical solutions to regional and country program teams, remotely and on-site, covering governance/policies, the social service workforce, financing, and child protection management information systems.
  • Lead the development of technical approaches, guidance and tools on family care reform, deinstitutionalization, gatekeeping, case management and safeguarding systems.
  • Strengthen the capacity of government institutions, faith actors, civil society organizations and social service workforces.
  • Lead or contribute to the technical design of large or complex proposals, including monitoring systems and indicators.
  • Develop learning strategies, training curricula, and mentoring and coaching support; promote cross-country learning and knowledge management.
  • Build relationships with donors, partners and peer organizations, and participate in child protection and family care forums.
  • Coordinate with the Family Strengthening Technical Advisor II.
Qualifications:
  • Bachelor's degree in social work, child protection, international development, social policy, public policy, psychology, sociology, public health, human services, education or a related field. A Master's degree is preferred.
  • At least eight years of relevant international experience in an advisory or management role, ideally with an international NGO. This includes at least three years supporting child protection systems strengthening, family care reform, alternative care or safeguarding.
  • Experience providing technical assistance and developing successful proposals for external donor funding.
  • Strong skills in monitoring and evaluation, business development, technical writing, mentoring, facilitation and relationship management.
  • Fluency in English is required. Fluency in Spanish or French is a plus.
  • Travel of up to 35%. This is a full-time position with no supervisory responsibilities.
