Under direction of the Chief Information Officer (CIO) and/or designee; analyzes, reviews, and documents the requirements of a project throughout its lifecycle. Assist the entire project team with completing the project(s) within its planned scope, schedule, and budget, and serve as a liaison for the project's technical, functional and non-functional teams. Responsible for a variety of project, program, and/or portfolio assignments within the Information Technology (IT) Project/Program Management Office (PMO). The PMO performs portfolio management, program management, project management, and associated operations and support. Assist with providing strategic planning for project, program and portfolio management, aligning skills and resources; monitor, manage, and control City of Richardson IT projects; and provide resources for requisite management to fulfil the portfolio/program/project requirements following the defined Project Delivery Framework (PDF) methodologies.ESSENTIAL JOB FUNCTIONS
Provide technical assistance to managers and/or project/program managers in request management, project prioritization, resource allocation, and regular portfolio reviews. Research, collect, and evaluate project data necessary to meet project reporting and evaluation requirements. Provide technical assistance to customers, managers, and/or project/program managers in the creation of project concept, scopes, and/or project charter documents and other PDF defined deliverables. Develop, maintain, update, and oversee project plans and schedules using tools established by the PMO and/or IT department. Serve as liaison between IT and the customer/users concerning requests, standards, expectations, and other program and/or project matters. Assist with maintaining the IT project change control process, including a structure to manage and track changes in the scope of the project. Maintain project issue and risk processes and/or defect logs; escalate to management. Review and report project budgets and finances. Assist with monitoring and maintaining the project communication plan and process. Assist with monitoring IT project performance, report status, and facilitating the creation of action plans to promote adherence to IT project schedules and deliverables. Use standard system methods in the maintenance, development, enhancement, and deployment of IT applications/systems. Provide project plan trend analysis and control, including: analysis, research, development and maintenance of the project data. Maintain awareness of emerging technologies and project management techniques. Provide recommendations for improvement of project management processes currently in use. May serve as the project manager for various projects as needed. With supervision, gather, document, and analyze business processes; recommend changes and facilitate communication between departments for shared solutions. Assist departments with business and/or project process evaluation and documentation. Act as a liaison with customers and/or vendors and communicate results. Train users as requested. Travel to off-site meetings, conferences and training. Perform other related work as assigned. Bachelor's Degree in Business Administration, Management Information Systems, Computer Science, or related field is required. Must pass a pre-employment drug screening Must possess a valid State of Texas Driver's License.EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS
Four (4) years' work experience as a project analyst and/or system administrator is required, preferably in a Microsoft environment. Equivalent combination of education and experience may be considered. Experience in a municipal environment is preferred. Knowledge of Project Management Institute (PMI) disciplines and practices. Capability to identify and document user requirements and translate them into functional and technical specifications with assistance. Ability to communicate clearly and concisely, both verbally and in writing about technical subjects to non-technical users in a manner in which they can easily understand. Ability to understand business processes and document process issues in departments. Ability to extract information from individuals and accurately document collected information. Ability to listen effectively and uncover information that may not be explicitly stated. Ability to quickly and accurately process multiple types of information and perform multiple tasks simultaneously. Skill in effectively managing and prioritizing multiple projects. Basic knowledge of software/system development lifecycle. Show willingness to be a team member with ability to be a team leader.Number of available positions:
