1 Position Overview Our client is seeking an experienced Telecom Engineer to serve as the dedicated technical subject matter expert and project owner for a large-scale, utility-grade fiber deployment connecting more than 100 substations. This individual will own the technical approach throughout the project lifecycle—from requirements gathering and fiber/network architecture through technical specification development, vendor coordination, field implementation, system integration, and migration. The successful candidate will develop a consistent and scalable fiber architecture, establish clear technical standards, coordinate internal and external stakeholders, and support successful deployment across the substation network. Key Responsibilities Lead the design and architecture of a large-scale fiber-optic telecommunications network. Gather technical and operational requirements for fiber connectivity across more than 100 substations. Develop scalable fiber architecture, cable-routing plans, equipment arrangements, and infrastructure requirements. Create technical specifications, statements of work, and RFP documentation. Evaluate telecommunications technologies, including MPLS, DWDM, T1, and related networking solutions. Coordinate telecommunications system migration and integration activities. Manage technical relationships with vendors, contractors, and equipment providers. Support implementation, installation, testing, commissioning, and migration activities. Coordinate deployment activities across engineering, construction, procurement, operations, and field teams. Ensure the communications infrastructure meets utility-grade reliability and operational requirements. Conduct field visits to substations and other facilities as project needs require. Required Qualifications Minimum of three years of relevant fiber-optic or telecommunications infrastructure experience, including large-scale network design or deployment. Experience with fiber-network design, architecture, cable routing, equipment arrangements, and infrastructure requirements. Knowledge of MPLS, DWDM, T1, and related telecommunications and networking technologies. Experience with telecommunications system migration and integration. Utility or substation telecommunications experience with an understanding of substation communications and utility-grade infrastructure. Experience developing technical specifications and RFP documentation. Strong vendor-management and large-scale project-coordination experience. Ability to work effectively across technical, operational, procurement, construction, vendor, and contractor teams. Valid driver's license and ability to travel throughout the client's service territory. Education Requirements Candidates must meet one of the following requirements: Bachelor's degree in Electrical or Mechanical Engineering with at least eight years of engineering experience, including a minimum of three years in relay protection and/or control systems engineering; or Master's degree in Electrical or Mechanical Engineering with at least six years of engineering experience, including a minimum of three years in relay protection and/or control systems engineering. Preferred Qualifications Experience supporting electric utilities, critical infrastructure, or geographically distributed infrastructure deployments. Experience with telecommunications equipment, enclosures, system commissioning, and legacy-system migration. Experience coordinating large, multi-site deployments involving engineering, construction, procurement, operations, vendors, and contractors. Working knowledge of
IEC 61850.
Industry involvement with EPRI, NATF, or similar organizations, particularly related to relay applications. Additional Requirements Ability to travel to substations and other client locations as required. Ability to wear required personal protective equipment. Ability to work in power plants and high-voltage substations. Ability to work in various indoor and outdoor environments and weather conditions. Availability to support emergency-response assignments outside normal business hours, including nights, weekends, and holidays, when necessary. Ability to sit or stand and use standard computer and office equipment throughout the workday.
