Master's degree in Counseling, Social Work, or an equivalent field, i.e.,(LCSW, LPC, LMSW, or MSSW). Preferably three (3) years experience that is directly related to the duties and responsibilities specified. Preferably licensed in discipline by appropriate state board. If not licensed, therapist must be actively working toward completing licensure requirements. Applicants must meet Title 42 of the Code of Federal Regulations, Section 438.608 regarding Federal payment for services provided by individuals who are listed as debarred, excluded or otherwise ineligible for participation in Federal health care programs.DUTIES AND RESPONSIBILITIES
Under direct or indirect supervision, provides oversight, and/or administers a wide range of psychosocial evaluations/assessments, diagnostic, counseling therapy, crisis intervention, and/or case management services in a high-intensity clinical environment which requires a high degree of independent decision-making and program administration. Supervises lower level counselors/social workers, students, and/or interns engaged in related therapeutic/member care activities, as appropriate to individual position.Position requires:
a) provision of intensive, integrated professional mental health services and treatment planning in a clinical or outpatient environment; b) planning and implementing outreach/educational programs, workshops, and activities; and c) establishment and maintenance of case files and related documents for clinical and legal purposes.KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
1) Ability to observe, assesses, and record symptoms, reactions, and progress. 2) Knowledge and understanding of mental health counseling principles, methods, procedures, and standards. 3) Knowledge of psychological test administration, scoring, and interpretation. 4) Interviewing and psychological/developmental evaluation skills. 5) Skill in preparing and maintaining member's records. 6) Knowledge of community medical diagnostic and patient-care services in behavioral health. 7) Ability to make administrative/procedural decisions and judgments. 8) Knowledge of clinical operations and procedures. 9) Knowledge of community mental health resources. 10) Ability to maintain emotional stability to cope with human suffering, emergencies, and other stresses. 11) Knowledge of student outreach services and activities. 12) Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. 13) Knowledge of crisis intervention techniques. 14) Ability to evaluate the progress of therapeutic programs and to make individual modifications. 15) Ability to create, composes, and edits written material. 16) Knowledge of the principles and methods of social and vocational rehabilitation as they relate to mental health clinical practices. 17) Knowledge of legal and ethical issues related to patients' rights. 18) Ability to lead and train staff and/or peers. 19) Knowledge of community support services and funding agencies. 20) Knowledge of community health care and vocational services.FUNCTIONS
1. Provides counseling, therapy, and/or psychotherapy to members and families as appropriate to the position; provides intakes and prepares treatment plans, discharge plans, and follow-up care programs; provides therapeutic crisis intervention and emergency services as required. 2. Collects data about patients through interviews, case history, psychological test, and/or observational techniques; evaluates data to identify causes of problems and to determine proper therapeutic approach to referral to other specialists. 3. Consults with other therapists and related professional and paraprofessional staff, as appropriate, in the performance of therapeutic and/or casework; refers service recipients to appropriate services as needed/recommended. 4. Provides and/or arranges for therapeutic interventions as appropriate for patients or clients in crisis condition and for those with serious disturbance problems. 5. Refers clients to appropriate social service agencies for financial assistance and other required services. 6. Follows up to determine reliability of treatment used; change method and degree of therapy when indicated. 7. Establishes and maintains medical record charts, referrals, and other related documents for the treatment of clients; prepares related documentation for civil commitment hearings or other legal proceedings; keeps abreast of patient data to ensure appropriate treatment and care are delivered. 8. Consults with other legal and treatment agencies and individuals in relation to patient/client records, rights, and responsibilities. 9. Plans and facilitates community outreach and education activities, as appropriate to the position; may serve as a liaison and representative to community organizations and schools. 10. As appropriate to the position, performs various administrative functions such as monitoring and preparing reports and correspondence; may participate in a variety of research projects to develop service plans, and may propose changes to program policies and procedures. 11. May provide formal teaching, consultation, and in-service training to relevant professionals in immediate and proper handling of and/or referral of matters. 12.
