Part-time, hourly — approximately 1,500 hours per year Operating Schedule The Manager is on-site during the facility's public operating hours and is also responsible for off-hours administrative work, equipment maintenance coordination, and emergency response. Day Hours Wednesday (Mid-April - Columbus Day) 3:00 p.m. - 6:00 p.m. Saturday (year-round) 8:00 a.m. - 3:00 p.m. Sunday (year-round) 8:00 a.m. - 12:00 p.m. Wednesday hours are seasonal and run from mid-April through Columbus Day. Saturday and Sunday hours are year-round. The Manager sets and adjusts staff schedules as needed for weather, holidays, special collection events, and seasonal volume changes. Position Summary The Transfer Station Manager plans, directs, and oversees all operations of the Mount Vernon Transfer Station and recycling area. The Manager is responsible for ensuring efficient daily operations, regulatory compliance, fiscal management, staff supervision, equipment maintenance, public outreach, and contract administration with haulers and recycling vendors. The position serves as the primary point of contact for residents, contractors, and the Maine Department of Environmental Protection on matters related to the facility. Essential Duties and Responsibilities Plan, supervise, schedule, and evaluate the work of the three Transfer Station Attendants; recommend hiring, discipline, and termination decisions to the Select Board, which serves as the Town's personnel authority. Train new and existing attendants on safety procedures, equipment operation, customer service, and facility policies. Ensure compliance with all applicable federal, state, and local solid waste, recycling, and environmental regulations, including Maine DEP reporting and licensing requirements. Prepare, monitor, and administer the annual operating and capital budgets for the facility; review and approve purchases, invoices, and timesheets within delegated authority. Negotiate, administer, and monitor contracts with waste haulers, recycling processors, hazardous waste contractors, and equipment vendors, subject to Select Board approval. Track and report inbound and outbound tonnage, recycling diversion rates, revenue, and operating costs; submit required reports to the Maine DEP and to the Select Board. Develop and enforce operational policies, safety procedures, and standard operating procedures for the facility. Schedule and oversee routine maintenance, inspections, and repair of compactors, balers, loaders, containers, and site infrastructure. Respond to inquiries, suggestions, and complaints from Mount Vernon residents; serve as the public face of the facility. Plan and lead public outreach and education to promote waste reduction, recycling, composting, and proper disposal of household hazardous waste. Coordinate special collection events including hazardous waste days, electronics recycling, and bulky-item collections. Investigate and respond to incidents, accidents, and environmental concerns; maintain incident logs and lead corrective action. Attend Select Board meetings as required to present reports, budgets, and recommendations. Perform other related duties as assigned by the Select Board. Minimum Qualifications High school diploma or equivalent; associate's or bachelor's degree in environmental science, public administration, business management, or a related field preferred. Minimum of three years of progressively responsible experience in solid waste management, recycling, public works, or a closely related field, including supervisory experience. An equivalent combination of education and experience will be considered. Working knowledge of Maine DEP solid waste and recycling regulations. Demonstrated ability to manage budgets, contracts, and personnel. Strong written and verbal communication skills, including comfort speaking at public meetings. Proficiency with standard office software and recordkeeping systems. Valid Maine driver's license in good standing. Preferred Qualifications SWANA Manager of Landfill Operations (MOLO) or Manager of Transfer Station Systems certification, or willingness to obtain within one year.HAZWOPER
certification or experience managing household hazardous waste events. Experience with municipal procurement and public contracting in Maine. Experience operating heavy equipment such as front-end loaders or skid steers. Physical Demands and Work Environment Work is performed in a combination of office and outdoor field settings, with regular exposure to weather, dust, noise, odors, and moving equipment. Must be able to walk the site, climb, bend, and lift up to 50 pounds occasionally. Required to wear personal protective equipment when operating in active areas of the facility. Must be available outside of regular operating hours for emergencies, equipment breakdowns, and weather events. Compensation and Benefits Hourly rate commensurate with qualifications and experience, set in accordance with the Town of Mount Vernon pay schedule as approved by the Select Board. This position is eligible to participate in the Town's 457(b) deferred compensation retirement plan. The Town matches employee contributions up to 4% of eligible wages. Employer matching contributions vest at 25% per year over four years, becoming fully vested after the employee's fourth year of service. Employee contributions are 100% vested at all times.
