Job Description

SUMMARY :
Working independently, the program manager will manage all aspects of the organization's transportation programs and vehicle fleet, ensuring that older adults, people with disabilities, and others with special transportation needs have the mobility needed to be successful.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. The Transportation Program assists older adults, people with disabilities, and others with special transportation needs in accessing transportation and other mobility options. Ensure the transportation program is aligned with changing community needs. 2. Provide effective direction to transportation staff to ensure that program outcomes/objectives are being met including number of rides provided, timeliness of service, outreach to underserved communities, and other service-related results. 3. Hire and evaluate drivers, dispatchers, and other members of the transportation team. Train and supervise regular, casual, and volunteer drivers, and transportation staff. Ensure recurrent training occurs. Ensure compliance with all safety regulations including drug and alcohol testing requirements. 4. Serve as both leader and member of transportation team, supporting dispatch and scheduling and providing fill in support to other key roles as needed. 5. Ensure appropriate response to all incidents. 6. Support team in implementation and effective use of scheduling software, and input of required client level data into databases. 7. Acquire and maintain all necessary permits, licenses, etc. 8. Keep driver's manual and maintenance plan current and ensure that drivers are updated as policies and procedures change. Stay abreast of changing regulations and incorporate into policies/procedures. 9. Arrange for the purchase of new vehicles and the sale of surplus vehicles. Develop and maintain a vehicle procurement plan. Develop and maintain an appropriate preventative maintenance schedule for vehicles. Ensure other repairs/maintenance issues are handled as needed. 10. Develop and manage the budget in collaboration with the CEO; adjust spending plan and/or revenue to meet budget goals. 11. Administer contracts including ensuring compliance with requirements, invoicing, and reporting. 12. Effectively market transportation programs to the community to ensure equitable access to mobility services. 13. Represent the organization at community meetings related to transportation and mobility management. Develop strong relationships with partner agencies. 14. Actively support the agency's efforts to undo institutional racism, build cultural competence, and serve an increasingly diverse population. Integrate anti-racism principles and cultural competence action plans, which includes: Demonstrating an eagerness to learn and enhance skills that promote cultural competence Fostering discussion and learning among staff to better understand and undo institutional racism Incorporating cultural competence standards into all hiring processes and performance evaluations Enabling staff and self to fully engage in activities/events related to building cultural competence and addressing institutional racism 15. Other duties as necessary or assigned.

RELATIONSHIPS
Supervised by Chief Executive Officer. Maintain positive working relationships and work cooperatively with all people who are part of the work environment. Interact with NSC members and participants in positive ways promoting engagement. Maintain or develop community partnerships with nonprofit, commercial, and governmental organizations.
SUPERVISORY RESPONSIBILITY
This job directly supervises part-time and full-time staff, and volunteers.
QUALIFICATIONS
To perform this job successfully, employee must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE
1. High School or GED. Bachelor's degree preferred. 2. At least 2 years of supervisory experience. 3. At least 2 years of professional driving or transportation experience is preferred. 4. Two years' experience working with seniors and/or persons with disabilities is preferred. 5. An understanding of concepts of vehicle maintenance and risk management.
OTHER SKILLS AND ABILITIES
1. Demonstrated effective oral and written communication skills. 2. Knowledge of MS Office; highly proficient in Excel and Word 3. Must successfully complete all defensive driving and passenger assistance training classes. 4. Must maintain CPR and first aid certification, attend Drug and Alcohol Supervisors Training. Employees are required to complete a Washington State Patrol Criminal History Background Check and Criminal History Self-Disclosure Form. Northshore Transportation employees are further subject to a WSP fingerprint criminal history check and to pre-employment and random drug and alcohol testing.
LANGUAGE SKILLS
Ability to read documents, write reports and correspondence, speak effectively with persons who may be hard of hearing. Ability to communicate clearly and effectively with clients, read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.
MATHEMATICAL SKILLS
Ability to perform basic math functions including multiplication, division, addition, subtraction, percentages and spreadsheet formulas.
REASONING ABILITY
Ability to problem solve and prioritize. Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to sit, talk and hear. The employee is frequently required to use hands to handle and to reach with hands and arms. Regularly required to stand and walk, to kneel, bend and stoop, for example when securing wheelchairs. The employee will occasionally be required to move heavy wheelchairs and assist passengers with walking devices. Employee may also provide assistance with passenger carry-ons up to 10 pounds per parcel.
WORK ENVIRONMENT
The job is primarily performed in a temperature regulated environment with a moderate noise level. Occasional operation of transportation vehicles is a necessary part of the job; requires current, valid Washington State Driver's License.
