Job Summary The Aviation Manager serves as the senior administrative and operational officer of the Mineral Wells Regional Airport and provides executive-level leadership for the City's Aviation Department. The position is responsible for the safe, efficient, financially responsible, and legally compliant operation, maintenance, planning, development, and promotion of the Airport. The Aviation Manager directs airport personnel and resources; oversees airfield, facility, fuel, and customer-service operations; administers budgets, leases, grants, and capital projects; and ensures compliance with applicable federal, state, and local requirements. The position advises the City Manager, Assistant City Manager, and City Council regarding airport policy, infrastructure, regulatory compliance, financial performance, and business development. The Aviation Manager exercises considerable independent judgment within established City policies, approved budgets, delegated authority, contractual requirements, and applicable law. The position serves as the City's principal liaison with regulatory agencies, airport tenants, aviation businesses, emergency responders, consultants, contractors, and the public and advances long-term airport growth consistent with the City's strategic plan, Airport Master Plan, Airport Layout Plan, and Capital Improvement Program. Essential Duties and Responsibilities The duties listed below are representative of the work performed and are not intended to be all-inclusive. Management may assign other duties consistent with the position. Executive Leadership and Administration Provides strategic and operational leadership for the Aviation Department and establishes short- and long-range goals, performance expectations, work plans, and service standards. Advises executive management and the City Council regarding airport operations, regulatory matters, financial performance, infrastructure needs, development opportunities, policies, rates, leases, and other significant matters. Develops and recommends airport policies, rules, minimum standards, procedures, and administrative practices and implements approved direction. Prepares reports, presentations, agenda materials, recommendations, and correspondence for executive management, boards, committees, regulatory agencies, and the City Council. Coordinates airport activities with other City departments and ensures compliance with City policies, administrative directives, procurement requirements, and internal controls. Airport Operations, Safety, and Security Directs daily operations of the Airport, including airfield, terminal, hangars, buildings, grounds, utilities, equipment, aircraft services, and other airport facilities. Ensures regular inspection of runways, taxiways, aprons, pavement, markings, lighting, navigational aids, fencing, access points, facilities, and grounds; documents findings and coordinates corrective action. Maintains operational records and coordinates airport-data updates, Notices to Air Missions (NOTAMs), and regulatory reporting, as applicable. Develops and administers airfield safety, vehicle-control, access-control, wildlife-hazard, construction-safety, and emergency-response practices appropriate to the Airport. Maintains and implements the Airport Emergency Plan in coordination with police, fire, emergency medical services, emergency management, and other response partners. Responds to aircraft incidents, severe weather, security matters, operational disruptions, and other emergencies and exercises sound judgment to protect life, property, and continuity of operations. Promotes a strong safety culture and ensures employees, tenants, contractors, and airport users comply with applicable operational and safety requirements. Regulatory and Grant Compliance Ensures compliance with applicable Federal Aviation Administration requirements, FAA grant assurances, Texas Department of Transportation Aviation Division requirements, environmental regulations, and City ordinances and policies. Serves as the primary staff liaison with the FAA Airports District Office, TxDOT Aviation Division, and other federal, state, regional, and local agencies. Coordinates regulatory inspections, reviews, audits, findings, and corrective-action plans and maintains complete compliance documentation. Prepares and administers federal and state aviation grant applications, agreements, reimbursements, reports, and closeout documentation, including FAA Airport Improvement Program and TxDOT aviation grants. Manages grant-funded projects in accordance with grant terms and the City's grant-management, purchasing, financial, and records-retention requirements. Planning, Capital Improvement, and Asset Management Implements and coordinates updates to the Airport Master Plan, Airport Layout Plan, Capital Improvement Program, and other airport planning documents. Identifies long-term infrastructure, equipment, property, staffing, and funding needs and recommends priorities consistent with operational requirements and community objectives. Plans and oversees airport capital projects involving runways, taxiways, aprons, drainage, lighting, utilities, hangars, terminals, fuel systems, and other facilities. Coordinates project scoping, design, procurement, construction, inspection, acceptance, and closeout with City departments, engineers, consultants, contractors, funding agencies, and airport users. Monitors project budgets, schedules, contract performance, change orders, risks, and regulatory requirements and promptly communicates material issues. Develops and implements preventive-maintenance and asset-management practices to protect City infrastructure and equipment. Financial and Business Management Develops and administers the Airport's annual operating and project budgets in coordination with the Department of Finance. Prepares revenue and expenditure projections; monitors budget-to-actual performance; and implements appropriate corrective action within delegated authority. Recommends rates, fees, rents, fuel prices, and other charges based on market conditions, operating costs, contractual requirements, and the Airport's long-term financial sustainability. Oversees airport revenue programs, including leases, hangar rentals, fuel sales and flowage fees, land-use agreements, service charges, and other aviation-related revenue sources. Coordinates billing, accounts receivable, cash handling, purchasing, inventory, and financial reporting with the Department of Finance and ensures compliance with internal controls. Evaluates the operational and financial feasibility of proposed leases, developments, services, and business arrangements and recommends strategies that support airport self-sufficiency and growth. Fuel and Aviation Service Operations Oversees aviation fuel procurement, pricing, receipt, storage, inventory, quality control, dispensing, reconciliation, and related records. Ensures compliance with applicable environmental, fire-safety, spill-prevention, fuel-handling, and quality-control requirements. Directs aircraft line services, ground-support activities, courtesy-vehicle operations, and other services provided by the City. Establishes customer-service standards and ensures airport users receive safe, professional, and responsive service. Lease, Property, and Tenant Administration Develops and recommends terms for airport leases, licenses, operating agreements, development agreements, and other contractual arrangements; participates in negotiations and administers approved agreements in accordance with City policies and approval requirements. Serves as the primary point of contact for tenants, aviation businesses, contractors, prospective developers, and airport users. Monitors compliance with leases, agreements, insurance requirements, airport minimum standards, rules, and applicable regulations and coordinates enforcement or corrective action. Maintains accurate property, lease, tenant, and agreement records and coordinates renewals, amendments, rent adjustments, and other administrative actions. Coordinates proposed land use and development to protect airport operations, compatible land use, federal obligations, and the Airport Layout Plan. Personnel Management Develops staffing plans and recommends appropriate staffing, equipment, and training resources. Selects, trains, schedules, supervises, evaluates, counsels, and disciplines employees in accordance with City policies and delegated authority. Establishes performance expectations, assigns work, monitors results, and holds employees accountable for safety, productivity, customer service, and professional conduct. Reviews and approves schedules, leave, overtime, on-call assignments, and emergency response coverage within established authority. Ensures employees receive required operational, safety, fuel-handling, equipment, emergency-response, and customer-service training. Promotes teamwork, professional development, succession planning, and a service-oriented organizational culture. Economic Development and Community Relations Promotes aviation activity, airport investment, economic development, and appropriate commercial use of airport property. Supports recruitment and retention of aviation-related businesses and coordinates development opportunities with City management and economic-development partners. Represents the Airport at meetings with public officials, aviation organizations, community groups, businesses, and industry stakeholders. Develops constructive relationships with airport users and the community and promotes public awareness of the Airport's services and economic value. Monitors aviation industry trends, funding opportunities, and emerging technologies and assesses their potential application to the Airport.

Physical Requirements Ability to frequently sit, stand, walk, communicate, and use a computer and standard office equipment. Ability to traverse uneven airfield and construction surfaces and work outdoors for extended periods. Ability to occasionally lift, carry, push, or pull objects weighing up to 40 pounds. Ability to operate a motor vehicle and, when operationally necessary, light airport equipment. Ability to visually inspect airport facilities and safely work near moving aircraft, vehicles, and equipment. Ability to respond effectively to operational emergencies and time-sensitive situations, including outside normal business hours. Environmental and Working Conditions Work is performed in office, airfield, hangar, fuel-farm, construction, and other active airport environments. Work may involve exposure to extreme heat and cold, wind, rain, aircraft noise, moving aircraft and vehicles, aviation fuels, exhaust, dust, chemicals, uneven surfaces, and other conditions associated with airport operations. Appropriate personal protective equipment may be required. The position requires evening, weekend, holiday, on-call, and emergency-response work as necessary.
Minimum Qualifications Education:
Bachelor's degree from an accredited college or university in aviation management, airport management, business administration, public administration, or a closely related field is required. A master's degree in a related field is preferred.
Experience:
Five years of progressively responsible experience in airport operations, airport management, aviation administration, or a closely related field, including at least three years of supervisory or management experience. Licenses and Certifications Valid driver license and the ability to obtain a Texas driver license within the period required by state law. Certified Member (C.M.) designation through the American Association of Airport Executives is preferred. Accredited Airport Executive (A.A.E.) designation is highly desirable. Relevant airport operations, line-service, aviation fuel-quality-control, emergency-management, or Incident Command System training is preferred. Must obtain and maintain any job-related licenses, certifications, or training subsequently required by the City.
