• Your role and responsibilities
• IBM is seeking an Associate Partner to join the Oracle practice with a focus on the federal market.

This senior leader will be responsible for overall driving new business, managing strategic client relationships, and leading the successful delivery of Oracle-focused consulting engagements across federal agencies. The ideal candidate has deep experience in the federal sector, a proven consulting track record, a track record of delivering large scale SaaS implementations, HR modernization, and organizational change.

Key Responsibilities:

• Drive sales and revenue growth in the federal market, including identification of opportunities, proposal development, and leadership through the full deal lifecycle.
• Build and maintain strong senior‑level relationships with federal clients, serving as a trusted advisor on Oracle transformation initiatives.
• Lead delivery of large, complex consulting engagements, ensuring high‑quality outcomes, client satisfaction, and compliance with federal standards.
• Provide strategic guidance on oracle strategies, operating model changes, skills transformation, HR modernization, organizational design, and change management.

Leaders are expected to spend time with their teams and clients and therefore are generally expected to be in the workplace a minimum of three days a week subject to business needs.

This position can be performed anywhere in the United States

• Support account planning, go‑to‑market initiatives, and cross‑practice collaboration across IBM.
• Lead and mentor project teams, contributing to capability development and overall practice growth.
• Stay current on Oracle offerings, federal acquisition regulations, compliance frameworks, and market trends.

Represent IBM's Oracle practice in the external market through thought leadership and participation in industry events.

• Required technical and professional expertise
• Deep Expertise in

Client Relationship Management:

Proven track record of managing enduring client relationships, identifying profitable growth opportunities, and developing high-value service offerings. Experience with strategic negotiations, revenue target management, and expanding commercial engagement.

Strategic Service Improvement Leadership:

Experience in implementing ITIL processes and driving service improvement through automation and AI to deliver high-quality technology services. Ability to analyze and optimize service delivery models.

Large-Scale Delivery Management:

Experience in overseeing large-scale, SaaS delivery of consulting services, ensuring timely and successful project execution. Ability to manage complex delivery teams and stakeholders.

Federal Experience:

Experience with the Federal government by providing consultant services, ideally on a large program SaaS implementation or support contract

Complex Contract Negotiation and Management:

Experience in negotiating and managing complex contracts with strategic partners, ensuring mutually beneficial agreements. Ability to navigate contract terms and conditions.

Functional Leadership and Strategy Development:

Experience in leading functional/business unit strategies, influencing key performance metrics, and prioritizing continuous learning, mentoring, and skills development. Ability to foster a high-performing, diverse team.

• Preferred technical and professional experience

• Oracle Expertise:

  Experience implementing Oracle Cloud projects and familiarity with Oracle Corporation executives and team members

ITIL Process Implementation:

Deep expertise in implementing ITIL processes to drive service improvement and deliver high-quality technology services. Ability to analyze and optimize service delivery models, leveraging automation and AI to enhance efficiency and effectiveness.

AI-Driven Service Improvement:

Experience with driving service improvement through automation and AI, delivering high-quality technology services and ensuring timely and successful project execution.

Strategic Partnership Development:

Deep expertise in negotiating and managing complex contracts with strategic partners, ensuring mutually beneficial agreements and navigating contract terms and conditions.
