Job Description

Summary The Director for Security is responsible for developing policies and procedures for internal security within applicable federal statutes, executive orders, rules and regulations, and established department procedures; directing application of such policies and procedures throughout the department; coordinating matters pertaining to security throughout the department; and providing staff advisory services to internal security to the Secretary and officials, departmental bureaus, and offices. Duties Director for a leading-edge security organization responsible for a multitude of security disciplines, ensuring the protection of departmental personnel, facilities, missions, and information. Exercises department-wide staff management responsibilities for developing operational policies and procedures for personnel security, information security and the safeguarding of classified national security information (NSI), special security, Sensitive Compartmented Information Facility (SCIF) oversight and management, industrial security, operations security, and communications security. Directs the Department's physical security program, applying risk management principles to cost-effectively employ various physical security mitigations (contract guards, federal police, electronic security systems, access controls, etc.) to mitigate the risk of an undesirable event while ensuring proper alignment with federal security requirements (e.g., E.O. 14111, Overseas Security Policy Board) associated with domestic and overseas locals. Supports the department's foreign access management program and research security activities and ensures effective implementation of and compliance with NSPM 33, whose purpose is to strengthen protections of United States Government-Supported Research and Development (R D) against foreign government interference and exploitation. Affords high-level, strategic oversight to nationwide security operations and ensures proper leadership for areas of administration, finance, and acquisition, thus ensuring the Department's security requirements are directly supported through appropriate administrative, technical, and financial resources with requisite internal controls. Serves as the department's point of liaison with agencies of federal, state, and local governments and law enforcement and external agencies in all security matters and administrative investigations/inquiries that are not under the jurisdiction of the Inspector General or the Insider Risk Management Program. Requirements Conditions of employment Must be a U.S. citizen or national. May be subject to pre-employment and random drug tests. All Office of Security, Insider Risk, and Continuity employees, including the Director for Security, are considered Emergency Essential Employees and may be required to assist in providing essential services during an emergency, weather, or COOP event at the worksite, an alternate location, or via telework. An initial Senior Executive Service (SES) career appointee is subject to a one-year probationary period. PROFESSIONAL/TECHNICAL QUALIFICATIONS
(PTQs) : Your resume should demonstrate accomplishments that would satisfy the technical qualifications. Demonstrated comprehensive knowledge of large-scale security management and a record of progressively responsible leadership overseeing complex security disciplines (e.g. physical security, personnel security, SCIF management, etc.) within large, complex organizations. Proven ability to integrate and manage diverse security operations and functions, apply risk-based decision-making, and implement strategies that effectively safeguard personnel, information, infrastructure, and organizational missions in dynamic environments. Expert knowledge of, and experience in, developing and implementing security programs consistent with executive branch policies and directives; risk management and mitigation; and strategic security planning, security concepts, compliance, practices, and emerging developments in the security field. Demonstrated executive-level skill in collaborating with senior officials and leading diverse personnel and teams to provide security services, forecast organizational budgets, identifying and measuring organizational performance, and ensuring organizational goals and outcomes are achieved.
EXECUTIVE CORE QUALIFICATIONS
(ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. Note:
If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP) or have SES reinstatement eligibility, you do not need to respond to the ECQs.
