POSITION SUMMARY

Under general supervision, performs specialized commercial transport and equipment operation work supporting the daily operations of the Solid Waste - Collection Center Division of the Utilities Department in accordance with the Employee Manual, Department policies and procedures, City of Alamogordo ordinances, applicable standard operating procedures, and relevant State and Federal requirements.

RECRUITMENT QUALIFICATIONS
Required:
  • High School Diploma or GED equivalent;
  • Three (3) years of work experience involving commercial driving, heavy equipment operation, solid waste operations, maintenance, or similar duties;
  • Valid New Mexico Class A or B Commercial Driver's License with a driving record acceptable to the City of Alamogordo. Drivers shall be granted a period of six (6) months from the date of hire to upgrade and remove an automatic transmission (E) restriction if one exists; and
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities. Required within sixty (60) days of hire:
  • OSHA-compliant forklift certification. Required within eighteen (18) months of hire:
  • Transfer Station Facility Operator Certification issued by the New Mexico Environment Department (NMED).
Desired:
  • Experience transporting roll-off containers or solid waste using commercial vehicles.
  • Experience operating backhoes, compactors, chippers, forklifts, utility trucks, or similar equipment.
  • Experience performing routine vehicle and equipment inspections, preventive maintenance, or minor repairs.
  • Experience working at a landfill, transfer station, recycling center, or similar facility.
  • Customer service experience.
  • The New Mexico Environment Department Resource Recovery Bureau administers operator certification requirements pursuant to 20.

9.7 NMAC. Minimum experience, training, examination, application, renewal, and continuing education requirements are established by NMED and are subject to change.

PRIMARY DUTIES AND RESPONSIBILITIES

Essential Duties

  • Safely transports solid waste, yard waste, roll-off containers, and other assigned materials using commercial vehicles;
  • Delivers, exchanges, stages, retrieves, and empties roll-off containers at the Collection Center, Landfill, and other assigned locations;
  • Organizes and completes assigned transport routes to maintain container availability and prevent interruptions to Collection Center operations;
  • Performs required pre-trip, post-trip, and routine inspections of commercial vehicles, trailers, roll-off systems, containers, and assigned equipment;
  • Inspects fluid levels, tires, brakes, lights, warning devices, mirrors, safety equipment, hydraulic systems, and visible vehicle or equipment damage and reports deficiencies before continued operation;
  • Secures containers, loads, doors, tarps, and related equipment before transport in accordance with applicable load-securement requirements;
  • Operates assigned light and heavy equipment, including front-end loaders, backhoes, compactors, chippers, forklifts, utility trucks, and similar equipment;
  • Loads, compacts, sorts, stages, and prepares materials and containers for transport or disposal;
  • Performs Collection Center opening and closing duties as assigned;
  • Greets customers and directs them to the appropriate disposal or recycling area;
  • Screens and inspects incoming loads for prohibited, restricted, hazardous, or otherwise unacceptable waste in accordance with established procedures;
  • Refers questionable loads, customer disputes, and unusual operating conditions to the Collection Center Supervisor or designee;
  • Monitors customer traffic, equipment movement, and surrounding conditions and directs traffic when necessary to maintain safe operations;
  • Performs routine cleaning, lubrication, preventive maintenance, and minor repairs to commercial vehicles, containers, trailers, equipment, and facility components within assigned training and authority;
  • Reports equipment defects, vehicle damage, spills, fires, injuries, traffic incidents, customer conflicts, and other unsafe or unusual conditions to the Collection Center Supervisor;
  • Maintains commercial vehicles, equipment, containers, the yard, and assigned work areas in a clean, orderly, and serviceable condition;
  • Provides backup support for scale house operations after required training, including customer verification, vehicle weighing, waste identification, transaction documentation, and use of assigned software;
  • Uses assigned computers, telephones, radios, email, Microsoft Office applications, customer databases, scale software, and other systems used for Collection Center operations;
  • Completes and maintains required driver inspection reports, mileage and fuel records, load documentation, container movement records, maintenance records, rejected-load records, incident reports, work requests, checklists, logs, and electronic records accurately and within established timeframes;
  • Provides on-the-job training and functional guidance to less experienced employees as assigned;
  • Performs assigned duties in accordance with the Employee Manual, Department policies and procedures, City ordinances, Collection Center Standard Operating Procedures, records retention requirements, and all applicable federal and state laws, regulations, permits, and regulatory requirements;
  • Safely operates City vehicles;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety-related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.
OTHER IMPORTANT DUTIES
  • Must obtain and maintain all licenses, certifications, safety training, and job-specific compliance training required to safely perform assigned duties and comply with applicable laws, regulations, City policies, and Department procedures;
  • May be required to complete OSHA safety training, personal protective equipment training, forklift training, bloodborne pathogens training, confined space awareness, commercial vehicle safety training, load securement training, records management training, software training, or other training required for assigned Collection Center transport duties;
  • Non-traditional work hours may be necessary during evenings, weekends, holidays, emergencies, and special operating conditions;
  • Provides on-the-job training to less experienced personnel as assigned;
  • Maintains the confidentiality of information obtained during the performance of duties; and
  • Performs such other duties as may be assigned.
