MAJOR DUTIES
1. Develops, interprets, and provides program guidance to the Wing regarding maintenance policies, procedures, budget, training criteria, and manpower/personnel. Interprets command aircraft assignment configurion and reporting policy and informs approprie Wing personnel of requirements and provides sufficient follow-up to ensure compliance. Crees functional checklists, guides, and other evaluion tools for use in determining the proficiency of maintenance operions personnel in accomplishing reled maintenance tasks. Develops, recommends, and reviews new or supplemental draft maintenance procedures and instructions applicable to aircraft maintenance missions. Manages the maintenance training program and implements policies to ensure maintenance personnel are properly trained to fulfill mission requirements. Evalues the overall structure of maintenance organizions, identifying program deficiencies and areas for improvement. Prepares and presents summaries/briefings on maintenance manpower levels and any impact on readiness. Provides recommendions to accommode shortfalls. Reviews and coordines maintenance personnel and position change requests. a. Provides oversight to the budget process, including planning, programming, budgeting, allocion, and funds execution. Develops recommendions for budgetary actions for specific functions while also evaluing trends and opering costs used to project future commitments and obligions. Prepares and justifies unfunded and un-programmed requirements through the Maintenance Group Commander, and serves as the Billing Official for obligions and expenditures against the Flying and Non-flying funds account to ensure approprie charges do not exceed the annual allocion from NGB. Oversees Wing Refueling Document Control Officer (WRDCO) program work with NGB/A4 staff on all issues concerning flying hour funding. Implements and maintains an effective system of financial management controls for the Maintenance Group. Ensures accure accountability for federal funds and provides full disclosure of financial actions in compliance with stutory requirements, regulions, directives, and procedures, nional and local policies. b. Leads aircraft maintenance support for operional, exercise, or contingency operions. Interprets operional, exercise, and contingency requirements and implements actions to assist Wing execution. Reviews assigned plans to extract command taskings and assess maintenance capability in assigned areas to support plans. Conducts final review of Unit Type Code (UTC) tasking updes prior to formal submission. Valides work products reled to deployment/redeployment processes to ensures a smooth and orderly flow of deployment personnel. May be required to manage and opere the Unit Deployment Control Center (UDCC) during exercise or contingencies. Valides analytical products reled to the comb capability of unit through intensive evaluion and tracking of training equipment stus, and manpower and ensures personnel and equipment readiness. Provides oversight of the Maintenance Group stus of Defense Readiness Reporting System (DRRS) and AEF Reporting Tool (ART) reporting requirements. Assist
MAJCOM FAMS
to valide analysis to determine the wartime readiness of their functional area. c. Evalues leads and controls the Group and subordine unit training program to ensure comb readiness for unit members and tracks progress via automed training records system and other tools. Coordines actions with UTMs, supervisors, and higher headquarters training functions the Wing, NAF, and MAJCOM level, as approprie. Advises the Group Commander on the execution of unit training and advises UTMs, supervisors or managers within units when actions may affect productivity or mission. Oversees Educion, Training and Distance Learning Programs. Researches, interprets, analyzes, and applies DoD, AF, and NGB policies, instructions and guidance by establishing and implementing training plans, policies and procedures. Advises Group staff and training activities with developing training programs, and recommends cost-effective methods to meet qualificion and skill level upgrade requirements. Assists Maintenance commanders in determining ancillary training requirements and recommends priorities in accordance with USAF, ANG, and MAJCOM directives . . Directs aircraft maintenance analysis activities for the Maintenance Group. Reviews and interprets aircraft maintenance analysis informion to implement programs th positively affect the future health of the aircraft fleet. Ensures aircraft stus is properly reported per technical guidance. Oversees unit-level management of aircraft Maintenance Informion Systems (MIS) to document and track weapon system maintenance.

Minimum Qualificion Requirements:
Experience, educion or training which indices the candide can reason in quantitive terms, communice orally and in writing in a clear and concise manner, understanding the terminology and da pertaining to repair operions and process characteristics of the production activity. Any type of work th demonstres the applicant's ability to perform the work of the position or experience th provided a familiarity with the subject mter or processes of the broad subject area of the occupion.
Specialized Experience:
Experience th equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and th is typically in or reled to the position to be filled. Experience, educion or training in computions of cost da on labor and merials, buying merials or reviewing da with respect to man-hours, machine time, merials consumed, etc. Experience with current automion support programs to input da, provide stus of equipment, and monitor job order stus, monitor work priorities, requisition repair parts, track repair parts stus, etc. Experience in managing the function of work to be performed. Experience th includes leading, directing and assigning work of personnel. Length of time is not of itself qualifying.
