Provides training, coaching, and guidance to subordine managers and is responsible for team building. Participes in accident investigions and incidents as directed by higher authority. Provides vision and leadership to facility teams. Assigns work to be accomplished by subordine managers and their staff. Sets and adjusts long and short-term goals and priorities in support of FAA Flight plan initiives. Approves leave; prepares schedules for completion of work; assigns work to subordines based on priorities; evalues work performance of subordines ensuring equity of performance standards and rings; gives advice on work and on administrive mters; makes decisions on work problems presented by subordines; hears and resolves group grievances and serious employee complaints; effects disciplinary actions; recommends/approves selections and transfers; recommends awards or bonuses; approves expenses for overtime, equipment, and personnel; and identifies and arranges for developmental and other training needs of subordines. Recommends necessary budgetary and reprogramming actions required to ensure the effective operion of the facility. Recommends, reviews and revises operional and administrive procedures to ensure compliance with nional programs. Recommends and alloces budget, staff, and other resources to accomplish objectives th impact multiple organizional units/projects/programs and across multiple functions and/or disciplines. Manages budgets and either acquires or realloces resources among organizional units/ projects/programs. Leads and integres both short-term and long-term future needs through the budget planning process. Supports and participes in the labor-management partnership process and fosters a work environment where all employees are treed in a fair and equitable manner. Meets and has frequent contacts with both internal and external customers including subordines, other peer management representives, union representives, administrive support staff within the facility, higher ranking managers and supervisors, service center personnel, members of the ste, local and federal government, foreign government aviion officials, representiaves of the aviion industry and military. Also interacts with key staff of public interest groups, government officials, professional organizions and contractors. Contacts take place in meetings and conferences or in unplanned situions where the XO is designed as a contact point and these meetings have the potential for considerable consequence to the NAS, members of the general public, and representives of the aviion industry. The incumbent reports to the Air Traffic Manager, who provides minimal supervision. The incumbent exercises a high level of judgment in the performance of his/her duties by independently looking for alternive stregies to adapt to the changing requirements of the NAS.
