Public Works Director Job Summary:
This position is responsible for directing and performing installation, repair, and maintenance work on wastewater mains and lines. Responsible for the administration and supervision of day-to-day operational programs, budget, capital programs, development of strategic objectives, activities and other functions relating to the development, design, construction, operation, and maintenance of departmental processes and facilities; supervises department staff, either directly or through subordinates.

Non-Exempt Schedule:
This position works Monday-Friday from 8:00 a.m. until 4:30 p.m. During the summer months, this schedule shifts from 7:00 a.m. until 3:30 p.m. Employees will participate in the department afterhours, weekend and holiday on-call rotation schedule. The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Major Duties:
Plans, organizes, controls, integrates and evaluates the work of the Wastewater Collections Department; Directs the daily operational functions of the Wastewater Collections Department by reviewing production data, process control parameters, reporting data, and implements programs to improve and maintain wastewater service operations; Ensures safe, efficient operation and maintenance of processes and facilities, including compliance with all city, state, and federal regulations; Evaluates, plans for and advises on new wastewater supplies, future system improvements, and reviews design documents and specifications for facility expansions; Represents the department in wastewater infrastructure planning and development with developers, contractors, and consultants; Supervises and participates in the installation, maintenance, and repair of wastewater mains and lines. Locates wastewater lines for crews. Repairs utility cuts necessitated by wastewater repairs. Gathers material and supplies used in daily activities, maintains records of materials used. Integrates and directs the efforts and results of supervisors and staff engaged in the maintenance and repair of the City's wastewater collections distribution infrastructure; Advises the Public Works & Office Manager, City Manager and others on departmental issues; Assembles necessary resources to solve a broad range of programmatic and service delivery problems in the delivery of wastewater services; Supervises the ordering of materials and services needed to properly carry on the functions of the department; maintains accurate inventory records for audit compliancy; prioritizes workload for prompt completion of emergency and unscheduled work requests; Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service; Responds to customer complaints and requests for service; Coordinates daily communication and collaboration with the Utility Billing Group to support field customer service operations, assist in the development of standard operating procedures, facilitate internal and external communications, and provide input on City accounts and collection processes.

Minimum Qualifications:
High school diploma or G.E.D. Valid State of Georgia Driver's License (CDL preferred) NPDES Blue Card (within one year of employment) Position is subject to call-in and overtime work; possible shift rotation during emergency conditions. Must be able to come to work promptly and regularly. Must be able to work well with others and take directions from assigned supervisors. Must be able to perform work accurately, safely, and complete tasks in a timely manner. Knowledge Required by the
Position:
Knowledge and ability to lead and supervise employees. Ability to establish and maintain effective working relationships with all employees, officials, and the public; and remain calm in stressful situations. Ability to read and interpret blueprints and instruction manuals on the wastewater system. Ability to understand and follow instructions; and communicate clearly and effectively, both orally and in writing. Ability to work under adverse weather conditions. Ability to track, complete, and transmit accurate and legible records on inventory, work order, locates, etc.
Supervisor Control:
The work of this position is performed under general supervision of the Public Works Manager.
Guidelines:
Guidelines used are the instructions provided to the employee by the supervisor. These guidelines are clear and specific but may require some interpretation. These guidelines include written and oral instructions, as well as departmental policies and procedures. Guidelines also include Georgia traffic laws, safety and departmental rules and regulations.
Complexity:
The work consists of administrative and supervisory duties with occasional manual labor involving the proper use of a variety of equipment.
Scope and Effect:
The purpose of the position is to provide the labor necessary to construct, repair, and service wastewater lines as well as operate equipment in order to provide a safe and serviceable maintenance for the city. Errors may result in loss of time, waste of materials, and/or damage to equipment.
Personal Contacts:
Contacts are typically with co-workers, management, vendors, contractors, developers and the general public.
Purpose of Contact:
Contacts are typically to give or exchange information, resolve problems, and provide services.
Physical Demands :
The position typically requires standing, walking, bending, stooping, crouching and intermittently sitting. Physical demands also include climbing ladders and using tools or equipment requiring a high degree of dexterity.
Work Environment:
Work is performed outdoors where the employee may be exposed to cold and heat or inclement weather, as well as noise, dust, dirt, grease, and machinery and its moving parts. This work requires the use of protective devices such as mask, goggles, gloves, etc. Work results in occasional exposure to contagious or infectious diseases or irritating chemicals.
Supervisory and Management Responsibility:
This position is responsible for the management and supervision of all staff in the Wastewater Collections Department.

Pay:
$20.00 - $29.00 per hour
