Job Description

Job Overview Seeking experienced professional to support the United States Army Reserve Command (USARC) with adherence to applicable environmental compliance laws and regulations to include but not limited to: Army Regulation 200-1, Safe Drinking Water Act (SDWA), Clean Water Act (CWA); and the Resource Conservation and Recovery Act (RCRA). This is a full-time, exempt position with the typical work schedule of 40 hours per week, Monday through Friday 0730 - 1600. Position Responsibilities Provide technical analysis of documents and program performance data. Provide professional recommendations, training, information papers, and briefs related to storm water management; drinking water quality; wastewater management; spill prevention control and countermeasures plans and activities; Environmental Performance Assessment System (EPAS, IAW
AR 200-1
); pollution prevention. Coordinate and facilitate relationships with Reserve stakeholders and regulatory agencies. Research and recommend technologies that could be utilized to support Water Quality compliance and pollution prevention at Reserve facilities. Assess military activities and facility systems against Water Quality compliance standards. Utilize data to identify operating permits, facility design standards, business processes and best management practices necessary to achieve compliance with applicable regulations. Develop draft water quality program guidance, draft Command policies, and develop supporting educational materials such as posters, pamphlets, and SharePoint pages to spread awareness of requirements and pollution prevention measures. Support personnel training programs by identifying water quality training requirements and participating in development of course curriculum and materials. Provide EPAS support to review the Water Quality findings of non- compliance and identify appropriate structural and behavioral Corrective Actions needed to achieve compliance and prevent future incidents of non-compliance. Manage program data as needed to support various Army data calls. Support data analytic development for Per- and polyfluoroalkyl substances (PFAS) analytics, Managing the DOEHRS account in relation to PFAS data and all required data for DoD owned systems. Track and close compliance deficiencies and notices of violations via REACT module. Utilize EPA Enforcement and Compliance History Online (ECHO) to validate status of violations and corrective requirements. Attend training for and utilize Army systems of record WEBCASS-E and all associated modules. Participate in various monthly program meetings and working groups. Provide background data and analysis for annual environmental orders. Review and provide digital validation of annual EQ Data Call and additional data calls in
WEBCASS-E.
Qualifications (Education and Experience): Bachelor's degree from an accredited university in Environmental Science or related. Minimum of five (5) years of related work experience, preferably with DoD / Army. Must demonstrate the ability to work independently with general guidance and minimal supervision. Excellent critical thinking, coordination, communication, and interpersonal skills are required to work with a wide variety of stakeholders. Candidate must be a U.S Citizen, have a current driver's license, and be able to obtain and maintain Secret Clearance. Computer literate and proficient with Microsoft Office Software (Word, Power Point, Publisher, Outlook) and Adobe Acrobat. Knowledge of Federal, State, and local environmental laws and regulations. Subject expertise with Army Regulation 200-1, Safe Drinking Water Act (SDWA), Clean Water Act (CWA); and the Resource Conservation and Recovery Act (RCRA).
