Job Description
An Equal Opportunity Employer Position Summary This position is responsible for performing basic automotive services including oil changes, tire repairs and balancing, lubing, vehicle inspections, and other preventative maintenance services for Walworth County's Fleet. Responsibilities also include providing backup to the Fleet Inventory Specialist with ordering and inventory of parts, preparing surplus items for sale, fuel dispensing system maintenance, and entering data into the countywide asset management database.

1.00 full-time, hourly non-exempt Essential Duties and Responsibilities This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned. Perform heavy and light equipment lubrication, brake replacement, tire replacement, hydraulic hose repairs, and small engine maintenance, as well as perform general service maintenance on lawn mowers, lawn tractors, lawn sweepers, snow blowers, snowplows, power washers, and a variety of small gas-powered landscape equipment. Perform repairs and diagnostics on light trucks and automobiles. Take responsibility for preventive maintenance performed on the County Fleet, which at times may include heavy equipment. Communicate with the Fleet Foreman regarding fleet-related issues. Respond promptly to department requests for service through the work order system. Receive and follow maintenance schedules and instructions from the Fleet Foreman. Assist the Fleet Inventory Specialist and perform assigned duties when absent. Perform welding and repair services as needed. Set the hoist to lift vehicles always using proper lift points so no damage is done to the vehicle. Check fluid levels and tire pressures, and install required decals and accessories as needed. Remove any decals and accessories that are not designated to remain with vehicles or equipment slated for surplus or scrap. Dismount and mount tires. Examine damaged, defective or flat tires to determine the feasibility of repairs. Repair auto, light truck, and industrial tires. Rotate tires on vehicles using the recommended rotation pattern and procedure. Install tire/rim assembly back on vehicle, tightening lug nuts with torque sticks or torque wrench to manufacturer specifications. Use a computerized wheel balancing machine to balance tire and wheel assemblies. Perform minor automotive repairs and adjustments, such as lubrication of vehicles, changing oil and replacement of defective accessories. Inspect all tire casings removed during the workday, making appropriate designation as to used versus scrap tires. Take used tires to the designated area in the store. Receive and inventory tires. Determine the proper storage location based on size, tire code, and tire type, and place the tire on the rack with the label facing out and upright. Perform basic replacement of failed lighting components and batteries. Plan and schedule preventative maintenance services. Perform oil sampling procedures. Report repair or replacement needs to the Fleet Foreman. Gather information from a walk-around inspection and report to the Fleet Foreman. Communicate orally and in writing, information regarding equipment condition, problems and recommendations. Perform unscheduled maintenance. Requisition materials and supplies for all maintenance activities. Prepare and maintain records and reports. Perform related work as assigned. Participate and attend in-service educational classes and on-the-job training programs, etc. as scheduled. Seek Automotive Service Excellence (ASE) certification and other qualifications to improve vehicle maintenance skills, knowledge and abilities. Input and retrieve data using a computerized database. Demonstrate a commitment to county safety and risk management efforts. Work overtime as needed. Education and/or Experience High school diploma, plus two years of relevant prior work experience. Post-secondary training in automotive service technology; associates degree (preferred). Certificates, Licenses, Registrations and other Requirements Valid Wisconsin Driver's License required; Class A Commercial Driver's License preferred OSHA forklift certification required within 6 months of hire. Walworth County fuel system licensing within 6 months of hire. Small engine repair certification preferred. Must own and maintain a personal set of tools. Employees in this position will receive an annual tool allowance for the purchase of tools when the employee provides a receipt for purchases made in the calendar year, per Walworth County Ordinance Section 15-393. The county will purchase on behalf of the mechanic, a policy insuring the employee's personal tools up to a maximum of $75,000. Must wear steel-toe safety shoes. Employees in this position will receive an annual stipend for the purchase of safety shoes per Walworth County Ordinance Section 15-394. Working knowledge of automotive maintenance practices; working knowledge of tools, supplies, and equipment used in the automotive and light/heavy truck industries. Ability to follow standard safety practices and procedures common to equipment operation and maintenance. Knowledge of the occupational hazards present in the assigned area and the precautions necessary to prevent them. The individual also understands office procedures, methods and equipment including personal computers and applicable software applications such as word processing, spreadsheets, and databases. Mechanical-the individual can perform heavy and light equipment lubrication, brake replacement, tire replacement, hydraulic hose repairs, small engine maintenance, as well as the ability to perform general service maintenance on lawn mowers, lawn tractors, lawn sweepers, snow blowers, snowplows, power washers, and a variety of small gas-powered landscape equipment. Ability to support the efforts of a large group of employees performing repair and maintenance duties. Ability to maintain accurate and concise records and possess the ability to interpret reports. You are paid for actual hours worked plus pay for any accrued benefit time for which you are eligible. You are eligible for overtime or compensatory time in accordance with provisions of the Fair Labor Standards Act.SCHEDULED TIME OFF
Accrued based on straight-time hours paid each pay period. All accrued scheduled time off hours are available for use, subject to approval of your supervisor. As a full-time employee you earn scheduled time off (pro-rated for part-time) equivalent to the following: 10 days per year after 1 year of Walworth County Service 15 days per year after 5 years of Walworth County Service 20 days per year after 15 years of Walworth County ServicePERSONAL TIME OFF
Employees will receive 64 hours of personal time off as a lump sum at the beginning of each year (pro-rated for part-time and newly-hired employees). At the end of each calendar year, an employee may request to move remaining personal time off hours to the extended sick leave bank. If no request is made, any remaining hours shall be paid out on the employee's last pay date of the calendar year.EXTENDED SICK LEAVE BANK

You can choose Tier 1 or Tier 2. Tier 1 is a standard co-pay plan. Tier 2 is a High Deductible Health Plan (HDHP) with a Health Savings Account (HSA). The County will contribute an amount approved by the County Board, payable as a lump sum to your HSA for Tier 2. You may also elect to contribute to your HSA up to the IRS maximum. You may elect either family or single coverage. The monthly premium will be split between the County and the employee.Dental Insurance:
You may elect either family or single coverage. The county shall pay 100% (single or family) of the premium for a full-time and 50% (single or family) of the premium for a part-time employee enrolled in dental insurance.Life Insurance:
The County provides you with term life insurance in an amount equal to $25,000. You have the option of purchasing additional coverage for yourself, spouse, and/or dependent children.Short-Term Disability Insurance:
The County provides you with Short-Term Disability Insurance with premiums paid by the employer.LTD Insurance:
The County provides you with Long-Term Disability Insurance. The monthly premium is 0.83% of your insured monthly wages. The County shall pay 67% of the premium & employee shall pay 33% of the premium.Vision Insurance:
You may elect to participate in Vision insurance. The employee electing coverage shall pay 100% (single or family) of the premium for vision insurance.WISCONSIN RETIREMENT
You are covered under the Wisconsin Retirement System if you are expected to work a minimum of 1200 hours per year for a period of one year or more. The WRS provides you with separation, disability or retirement benefits upon termination. The payment is split between the county and employee, as prescribed by state law. Employees expected to work less than 1200 hours per year will not receive this benefit.EDUCATIONAL ASSISTANCE
After completing 6 months of employment, you are eligible to participate in the Educational Assistance Program and receive partial reimbursement for tuition upon completion of approved courses.TAX-SHELTERED BENEFITS

You are required to request a leave of absence in writing and a minimum of 15 calendar days prior to your expected absence. All leaves are subject to approval of the Human Resources Department and are at the discretion of the County's representative, except as otherwise required by law. Under emergency situations, the leave papers must be submitted within 5 days after the absence begins. Periods of absence less than 5 days may be approved by your department head.Note:
