Job Description

In the role of Fiscal and Administrative Services Director , you will oversee the State Library's fiscal and administrative functions, including budget development and monitoring, grant administration, federal funds and program compliance, procurement, human resources, and related administrative services. This position provides broad fiscal and administrative support to agency leadership and requires the ability to switch between and exercise judgment in addressing a variety of agency needs. The Fiscal and Administrative Services Director works directly under the State Librarian to carry out our mission to strengthen and enhance ND libraries, connect people to reliable resources, and ignite lifelong learning. What You'll Do You will support the mission of the North Dakota State Library by: Planning, coordinating, and evaluating all aspects of the Fiscal & Administrative Services Division, including managing the fiscal and administrative operations of the agency Developing, implementing, and monitoring the agency budget Serving as agency lead for audits, financial reporting, and federal grants Holding responsibility for agency procurement and purchasing Overseeing agency Human Resources, Records Retention, and Risk Management Supervising four personnel within the Fiscal & Administrative Services division Contributing to the direction, policies, and practices of the State Library through service on the Executive Leadership Team Communicating positively, efficiently, and effectively regarding the development and delivery of services as well as implementation of policies and procedures What You Will Bring (Minimum Qualifications) We are looking for a versatile professional who has a positive, service-oriented mindset. You value collaboration, have a commitment to accuracy, and can effectively lead and advise across fiscal, procurement, and human resource functions. To be considered for this position, you must have: Bachelor's degree in accounting, business administration, business management, finance, or a closely related field; a combination of education, training, and experience that provides equivalent knowledge and skills will also be considered 5 years of professional accounting/fiscal management experience What Will Set You Apart (Preferred Qualifications) Previous state government accounting experience Experience working with PeopleSoft Previous experience in a management role which included the direct supervision of staff Demonstrated knowledge of grant administration practices Strong self-direction and ability to manage work independently Experienced in human resources or administrative services Why You'll Love Working Here At NDSL, you will be a vital part of a team that serves all North Dakotans by providing pathways to knowledge and opportunities. Compensation & Location Work Style:

Hybrid; can telecommute up to two days per week

Hiring Range:

$7,689.00
