Job Description

General Statement of Duties Assigned to the Treasury Division of the Department of Finance to collect delinquent taxes and other miscellaneous debt collections for the County; provides daily front line customer service to citizens; resolves inquiries regarding delinquent accounts for taxes, adjustments, and various other payment types as needed; and performs related work as assigned. Essential Duties The Treasury Collections Officer (TCO) I-IV is responsible for researching, collecting, and resolving delinquent taxes on behalf of Henrico County while providing exceptional customer service and ensuring compliance with applicable federal, state, and local laws. Depending upon the assigned level, employees perform progressively complex work involving customer account research, delinquent collections, payment processing, debt resolution, DMV Registration Holds, workflow coordination, employee training, and operational leadership.
Essential Duties:
Manage and collect delinquent Personal Property and Real Estate taxes through appropriate collection and enforcement actions. Establish, monitor, and maintain taxpayer payment arrangements. Initiate, process, and release Bank and Wage Liens and other authorized collection actions. Initiate and resolve DMV registration holds/stops related to delinquent Personal Property taxes. Research and resolve tax accounts using County systems, payment records, public records, and other available resources. Assist taxpayers by phone, email, and in person regarding balances, payment options, and collection actions. Maintain accurate account documentation and ensure timely follow-up on delinquent accounts. Perform collection activities in accordance with Virginia law, County policies, procedures, and confidentiality requirements. Perform other related duties as assigned. Knowledge, Skills, and Abilities Knowledge of Personal Property and Real Estate tax collection practices, payment arrangements, liens, and other collection remedies. Strong analytical, research, problem-solving, and account-management skills. Effective written and verbal communication, customer-service, and conflict-resolution skills. Ability to manage a high-volume caseload, prioritize collection activities, and meet deadlines. Proficiency with Microsoft Office and the ability to effectively use multiple tax, collection, payment, and research systems. Ability to maintain confidentiality, exercise sound judgment, and accurately document collection activity. Ability to learn and adapt to changes in tax laws, procedures, systems, and technology. Additional Information Positions from this posting may be filled as a Treasury Collections Officer I, II, III, or IV depending on the qualifications of the successful applicant and the needs of the organization at the time of hire.   • $89,533.01): High school diploma with relevant coursework completed at the high school or college level preferred, and two (2) years of relevant work experience in customer service, cash operations, or accounting support; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities. For a Treasury Collections Officer II ($53,456.07
  • $98,334.96): High school diploma with relevant coursework completed at the high school or college level preferred, and four (4) years of relevant work experience including two (2) years of relevant experience in customer service; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities. For a Treasury Collections Officer III ($58,711.31
  • $108,002.22): High school diploma with relevant coursework completed at the high school or college level preferred, and six (6) years of relevant work experience including two (2) years at Treasury Collections Officer level II; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities. For a Treasury Collections Officer IV ($64,483.19
  • $118,619.
87): High school diploma with relevant coursework completed at the high school or college level preferred, and eight (8) years of relevant work experience including two (2) years at Treasury Collections Officer level III; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Security certifications are required, and continued employment is contingent on a biannual criminal background check.
