Job Description Utility Billing Clerk Job Status:
Full-Time, Non-Exempt Pay Range:
Starting from $20.00 per hour, based on knowledge, skills, abilities, and prior experience.
Schedule:
Typically, 8-hour shifts, Monday to Friday with a flexible schedule that may require attendance at evening City Council meetings and other functions.

Health insurance Dental insurance Vision insurance Group Life insurance Voluntary life insurance Short-term disability Long-term disability Florida Retirement System Paid time off Paid Holidays Employee assistance program General Description of Duties Under the direction of the Utility Billing Supervisor, the Billing Clerk is responsible for providing exceptional customer service to the customers of the City of Freeport. Primary duties revolve around payment processing and maintaining accurate financial records related to utility billing. Specific Duties and Responsibilities The following statements describe the principal functions of this job and its scope of responsibility. This list is not exhaustive, and management reserves the right to assign additional duties as needed.
Billing & Payments:
Assists in the preparation of City utility bills. Receives, records, and reconciles various payments to the City, to include cash handling. Accepts and assists with utility billing adjustments, as needed. Prepares and verifies bank deposits and accurately records cash receipts.
Customer Service & Support:
Provides customer service to City utility customers via telephone, email, and in person. Receives and processes new account utility service requests and payments for service. Processes various correspondences as needed. Works with other departments, such as, but not limited to, Finance, Water, and Sewer to ensure effective and timely matter resolutions.
Administrative & Other Duties:
Generates, interprets, prepares, and disseminates reports and other documentation, as needed. Maintains organized and accurate meter and customer records. Complies with City code, ordinances and policies as related to the performance of job duties. Manages electronic and other records as required by law. Performs other duties as required.
Minimum Qualifications Education & Experience:
A high school diploma or equivalent is required. A minimum of six months of clerical/accounting experience is required.
Certifications & Licenses:
Must possess a valid Florida Driver's License in good standing.
Screening:
Must voluntarily submit to and pass a pre-employment background check and drug screening.
Relocation:
Must be able to relocate to Freeport, FL 32439, before the start of employment.
Knowledge, Skills, and Abilities Technical & Administrative Expertise:
Basic knowledge of accounting/bookkeeping terminology and methods. Knowledge of computers and basic office software. Knowledge of standard office procedures, practices, and equipment. Ability to learn specialized software for accounting, billing, and meters.
Communication & Interpersonal Skills:
Excellent customer service skills. Ability to communicate effectively, both verbally and in writing.
Organizational & Problem-Solving:
Ability to troubleshoot and recognize issues, taking appropriate steps to logically solve problems. Physical Requirements and Work Environment The physical demands for this position are a mix of sedentary office work and occasional movement. The employee will frequently be required to use fingers and both hands and have good vision (with the ability to distinguish colors) and good hearing. The job may occasionally require light lifting and carrying (under 15 pounds). The employee must have the ability to periodically walk, stand, bend, balance, climb, and sit.
