Job Description

Exempt; full-time; 40 hours per week; Monday - Friday; 7:45 a.m. - 4:15 p.m.; full-benefits This professional position supervises all aspects of billing, accounting related duties, and customer service associated with the billing of Frederick County Division of Water and Sewer Utilities customers. This position resolves customer billing issues and ensures Frederick County billing staff act with integrity and confidence when engaging with customers. Supervision is received from the Divisional Finance Manager.

The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate. Resolve customer billing issues Prepare billing of residential and commercial accounts Prepare disconnection notices and run the disconnection process for eligible accounts Create reports and detailed spreadsheets Analyze operational and internal controls of Billing Department Oversee all cash office processes Process ACH payments and returned payments Review and process billing refunds and adjustments as necessary Implement procedural changes as needed and maintain updated Standard Operating Procedures for the Billing Department Prepare customer correspondence and internal memorandums as needed Work in cooperation with the Meter Department concerning meter readings and issue work orders Establish work objectives for staff, review and evaluate work performance of staff, complete performance evaluations, and approve timesheets Coordinate with third-party billing vendors for printing and mailing services, serve as liaison between vendor systems and billing software, and participate in related RFP processes Perform other related duties as required To perform this job successfully, an employee must be able to perform all essential functions satisfactorily. Bachelor's degree in accounting, finance, business administration, or a related field Minimum of 5 years of work experience in billing Minimum of 1 year of experience supervising or managing staff Substitutions for the above listed required education and experience are an associate's degree in accounting, finance, business administration or related field with 7 years of billing work experience as described above.

A successful incumbent operating in this role displays the following: Organizational and personnel management skills, with the ability to direct, supervise, and evaluate the work of others Administrative skills to effectively plan, prioritize, and organize a large volume of work in a timely and efficient manner Accurate math and clerical skills, including the ability to write and maintain clear, concise records and reports Ability to investigate and draft professional and polite correspondence in response to inquiries or complaints received from the public, via phone, email, and in person Ability to remain calm, listen and understand a customer's concerns and then determine the appropriate course of action to resolve the issue with a positive, helpful attitude Ability to effectively utilize necessary technology, including Microsoft 365, email software, office systems, and other necessary programs and technology, and to learn new software as required Ability to effectively evaluate priorities and schedule staff workloads Ability to follow verbal and written (English) instructions to complete routine assignments Ability to effectively organize work, establish priorities, and complete assigned duties with minimal supervision Ability to work autonomously and efficiently, both individually and as part of a team Discretion and good judgment in working with sensitive and personal information, including the ability to maintain appropriate confidentiality Ability to effectively compile, update and maintain accurate manual and computerized files and filing systems
