The Lead Billing Specialist will work alongside another Billing Specialist and provide daily workflow coordination, technical guidance, peer quality review, and support with complex billing matters. This is a working-lead position and does not currently have formal supervisory responsibility. This is a hybrid position. The number of on-site days may vary based on departmental and organizational needs. When working on-site, the employee will report to Harbor's Mission Hills location. The ideal candidate can work independently, manage competing deadlines, identify and resolve billing problems, and help maintain an accurate and reliable billing operation. This is an opportunity to strengthen Harbor's billing systems while supporting programs that directly serve individuals experiencing homelessness. Key Responsibilities Prepare, review, submit, and track claims and invoices for recuperative care and day habilitation services. Verify eligibility, authorizations, service dates, rates, documentation, and payer requirements before billing. Ensure recuperative care accounts are billed at least every 30 days and final billing is completed within 48 hours of discharge. Review claims for accuracy and provide peer quality assurance before submission. Monitor unpaid, underpaid, rejected, and denied claims; complete corrections, resubmissions, disputes, and appeals as needed. Review remittance information and accurately post and reconcile payments, adjustments, and denials. Maintain the billing calendar, claims tracker, account notes, submission confirmations, and supporting records. Coordinate daily billing priorities and provide technical guidance, training, and backup support to the other Billing Specialist. Communicate with health plans, hospital partners, program staff, and leadership to resolve authorization, documentation, and payment issues. Identify recurring billing problems, recommend workflow improvements, and escalate significant risks or delays. Support month-end reconciliation, accounts-receivable reporting, audits, and other billing reviews. Follow Harbor policies, payer requirements, HIPAA standards, and applicable healthcare billing regulations. Qualifications Required At least two years of healthcare or medical billing experience. Experience with the complete billing cycle, including claim preparation, submission, follow-up, denial resolution, payment posting, and reconciliation. Experience using Office Ally and payer-specific systems or insurance-company portals. Working knowledge of eligibility verification, authorizations, claim status, corrected claims, denials, disputes, and appeals. Strong attention to detail, organization, problem-solving, and follow-through. Ability to manage multiple accounts, deadlines, and payer requirements with limited supervision. Proficiency with Microsoft Office, particularly Excel, Word, and Outlook. Strong written and verbal communication skills. Ability to work effectively in both remote and on-site environments. High school diploma or equivalent. Preferred Experience billing Medi-Cal managed care plans. Experience working with LA Care, Health Net, Molina, CalOptima, Kaiser, or similar health plans. Experience with hospital-direct billing or contract-based invoicing. Experience billing recuperative care, day habilitation, behavioral health, or other community-based services. Experience reviewing the work of others, training staff, or coordinating billing workflows. Familiarity with Electronic Remittance Advice, Explanation of Benefits, accounts-receivable aging, and payer disputes. Medical billing, coding, or revenue-cycle certification. Skills and Competencies Sound judgment and the ability to resolve billing issues independently Strong analytical and reconciliation skills Consistent accuracy when reviewing claims and documentation Ability to prioritize time-sensitive billing requirements Professional communication with payers, hospital partners, and internal teams Ability to maintain confidentiality and appropriately handle protected health information Collaborative leadership and a willingness to support team development Work Arrangement This is a full-time, hybrid position. The employee will work remotely and from Harbor Care Foundation's Mission Hills location based on departmental and organizational needs. The number of required on-site days may vary. The employee must maintain reliable internet access and a secure workspace appropriate for handling confidential information when working remotely. Compensation and Benefits The pay range for this position is $24-$26 per hour, depending on experience and qualifications.
