Job Description

Position Summary:
The City Deputy Recorder / Utility Billing Clerk performs a combination of administrative, clerical, and customer service duties in support of the City Recorder's office and utility billing operations. This position assists with maintaining official city records, processing utility accounts, and providing service to residents and the public.
Essential Duties and Responsibilities:
  • Assist the City Recorder with preparing agendas, minutes, and official documents for city council and other meetings.
  • Maintain and organize official city records in compliance with applicable laws and policies.
  • Process public records requests and ensure proper documentation and filing.
  • Manage utility billing functions, including account setup, meter reading data entry, billing, and adjustments.
  • Receive and process utility payments, issue receipts, and balance daily transactions.
  • Respond to customer inquiries regarding utility accounts, billing questions, and service requests.
  • Assist with delinquent account tracking and coordination of service notices or shutoffs.
  • Provide general administrative support, including answering phones, greeting visitors, and handling correspondence.
  • Ensure confidentiality and accuracy of sensitive information
  • Perform other related duties as assigned
Qualifications:
  • High school diploma or equivalent; associate degree preferred
  • Experience in clerical, administrative, or customer service roles, preferably in a municipal or utility setting.
  • Basic knowledge of office procedures, recordkeeping, and billing processes
  • Proficiency in Microsoft Office and general computer systems; experience with municipal software is a plus.
  • Strong attention to detail and organizational skills
  • Excellent communication and customer service abilities
  • Ability to handle multiple tasks and meet deadlines
Working Conditions:
  • Primarily office-based with regular interaction with the public
  • May require sitting for extended periods and occasional lifting of files or office materials
Salary:
  • Depending on qualifications and experience
Benefits:
  • This is a Part time 20 hour a week position, and ineligible for benefits.
