PROGRAM DESCRIPTION
The Human Resources Directorate of Leidos Biomedical Research, Inc., located in Frederick, Maryland, is responsible for developing and administering programs that support the recruitment, compensation, development, and performance assessment of the personnel required by Leidos Biomedical Research, Inc. to successfully operate the Frederick National Laboratory for Cancer Research.
JOB SUMMARY
The Program & Systems Administrator II is a mid-level individual contributor role responsible for administering learning technologies, coordinating learning operations, and supporting the successful delivery of enterprise Learning & Development programs. The position ensures that learning systems, operational processes, and program administration effectively support workforce development and the mission of the organization. Working collaboratively within the Learning & Development functional area and Human Resources, and with Enterprise Information Technology, subject matter expert business partners and external vendors, the Program & Systems Administrator II manages learning management system operations, coordinates learning programs, develops operational reports, and supports continuous improvement of learning processes and technologies.
KEY ROLES AND RESPONSIBILITIES
Administer the learning management system and related learning technologies Configure and maintain courses, curricula, certifications, learning paths, learner groups and assist with user profile management and access Process learner enrollments, completions, transcripts and certification records Maintain system data accuracy and perform routine quality assurance activities Troubleshoot learner, instructor, and manager issues related to learning systems Assist with system upgrades, testing, releases, implementation and vendor and administrator support of learning management system (LMS) features
LEARNING PROGRAM ADMINISTRATION
Coordinate logistics for instructor-led, virtual, hybrid, and self-paced learning programs Schedule courses, manage registrations, maintain waitlists and communicate program information to participants Coordinate instructors, facilitators, vendors, meeting platforms, and training materials Maintain enterprise learning calendars and program documentation Support onboarding, leadership development, compliance, technical training and professional development programs Assist management of client and vendor relationships associated with learning delivery and technology services
REPORTING AND ANALYTICS
Generate recurring and ad hoc reports on learning participation, completion, certifications and compliance Develop dashboards and data summaries using learning management system reporting tools, Microsoft Excel, Power BI, or similar applications Monitor learning metrics and identify data discrepancies Support workforce development reporting for organizational leadership and Human Resources Maintain accurate learning records and reporting documentation
PROCESS IMPROVEMENT
Recommend improvements to learning administration processes and workflows Assist in developing and executing standard operating procedures and user guides Identify opportunities to improve learner experience through automation and process enhancements Participate in testing and implementing new learning technologies and operational improvements
COMPLIANCE SUPPORT
Monitor required training assignments and certification completion Notify managers and learners of upcoming or overdue mandatory training Support audit readiness by maintaining complete and accurate training records Ensure compliance with organizational policies, Section 508 accessibility requirements and applicable federal regulations Represent and partner at client and vendor meetings to ensure organization compliance
CUSTOMER SUPPORT
Serve as the primary point of contact for learner and manager questions related to learning systems and program administration Provide guidance on course registration, transcripts, certifications and learning management system functionality Develop user documentation and job aids to improve self-service capabilities Deliver basic training and guidance to learning management system users and learning administrators
PROJECT SUPPORT
Support Learning & Development projects related to system and technology enhancements, new program implementation and operational improvements Coordinate project tasks, timelines, documentation and communications Assist with vendor coordination and contract administration related to learning technologies and services Actively participate in the project team for longer-term and/or more complex projects within the Human Resources directorate Focuses on providing standard professional advice and creating initial reports / analyzes for review by experienced team professionals Accountable for meeting own targets which impact the immediate work area Impact is generally limited to short-term team performance, occasionally on medium-term goals. Beginning to have more of a contributory impact on team performance Requires knowledge and experience in own discipline and company policies, practices, and procedures; still acquiring higher level knowledge and skills Determines a course of action based on guidelines and modifies processes and methods as required Uses previous experience, analysis and investigation, to identify the most appropriate option to solve a range of differing, but straightforward problems Understands and communicates complex information within the specialization or recognized body of formal knowledge In some instances, will need to convey information to audiences not knowledgeable of the subject matter
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: Possession of Associate degree in Business Administration, Information Technology, Computer Information Systems, Human Resources, Administration Management, Education, Training & Development or related field from an accredited college/university according to the Council for Higher Education Accreditation (CHEA). Foreign degrees must be evaluated for U.S. equivalency In addition to the education requirement, a minimum of four (4) years of related experience in learning operations, learning systems administration, Human Resources systems, training administration or related operational roles Demonstrated experience administering a learning management system (e.g., Cornerstone, Workday Learning, SuccessFactors, Oracle Learning or equivalent) Demonstrated experience developing reports and analyzing operational data Strong organizational, analytical, customer service and project coordination skills Working knowledge and proficiency with Microsoft Office Suite, particularly Excel and experience with reporting tools Ability to obtain and maintain a security clearance
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration: Possession of Bachelor's degree in information systems, Human Resources, Business Administration, Learning Technologies, Educational Technologies, Organizational Development, Education or a related field from an accredited college/university according to the Council for Higher Education Accreditation (CHEA).
