Job Description

About the Position We are seeking a qualified Program Administrator for licensed Residential Treatment Home (RTH) serving adults with mental health disorders in Oregon City, Oregon. This is a part-time position of 20 hours per week with a flexible schedule. The Program Administrator ensures full compliance with Oregon Administrative Rules (OAR) Chapter 309, Division 35, and provides leadership that supports a safe, home-like, and person-centered environment for all residents. Key Responsibilities Ensure qualified program staff are hired, scheduled, and supervised in accordance with staffing requirements. Arrange and document a minimum of 16 hours pre-service orientation and 8 hours annual in-service training for all program staff. Maintain complete and accurate setting, personnel, and individual service records. Conduct and document regular reporting to the provider organization on program operations. Ensure residents' rights are upheld and grievance procedures are followed. Delegate program authority to a responsible staff member during absences. Ensure the home maintains required home-like qualities per
OAR 309-035-0110.
Required Qualifications All candidates must meet the following requirements: Demonstrated background, special training, experience, or other ability in providing care and treatment appropriate to adults with mental health disorders. Minimum of two (2) year of direct experience in an inpatient hospital setting OR a licensed residential mental health facility. Approved criminal record clearance with no history of abusive behavior Understanding of individual rights, person-centered care, and behavior management principles.
